학교폭력대책자치위원회 참여 학부모 위원의 역할 경험에 관한 질적 연구

A Qualitative Research on Parents Experiences as Members of School Violence Autonomous Committee

본 연구는 학교폭력대책자치위원회 구성위원 중 과반수를 차지하는 학부모 위원들이 학교폭력 사안 처리와 관련하여 어떠한 경험을 하는지 살펴보고자 수행되었다. 이를 위해 학교폭력대책자치위원회에서 1년 이상 활동한 학부모 위원 5인을 대상으로 인터뷰를 실시하였다. 먼저, 학부모 위원으로 참여하며 겪는 문제점은 징계자로서의 역할, 사안에 대한 전문성 부족, 사안 처리 과정에서 공정성 훼손, 형식적 실행, 가해자의 정당방위 불인정에 대한 우려 등을 경험하고 있었다. 이러한 경험을 통하여 학부모 위원들은 학교폭력조치에 대한 실질적인 개선 방안을 다음과 같이 제안하고 있다. 우선, 학교폭력의 주요 배경인 부모들에 대한 교육 강화, 가해학생에 대한 지속적인 교사의 관심, 위클래스 등에서의 전문상담사 적극 활용, 가해학생에 대한 지속적인 사후관리, 학교에서의 인성교육 확대 실시 등을 제안하고 있다. 본 연구는 이러한 연구결과를 바탕으로 학교폭력대책자치위원회의 구성 및 기능 개선 방안 모색에 기여하고자 하였다.

This study tries to explore what the parent-members experienced in taking more than half of School Violence Autonomous Committee while dealing with cases of school violence. For this, interviews were conducted with five parent-members who have participated in the Committee for more than one year. First, parents’ experiences as committee members involved the role of punisher despite their lack of special knowledge, deflated equitability, perfunctory process, and concerns of self-defense for offenders. Their suggestions on the improvement of school violence measures are as follows: strengthening parents education, continuous care for offenders by teachers, active utilization of school counselors, and enriching character education in school. Based on these results, this study tries to contribute on improving composition and function of School Violence Autonomous Committee.
