재입국 북한이주민*의 재정착 경험 - 탈북, 탈남에서 재입국까지 -

Re-Settlement Experience among Re-Entry North Korean Migrants - leaving North Korea, leaving South Korea, Re-entry to South Korea -

본 연구는 한국을 떠나 해외로 이주했다가 다시 한국으로 돌아온 북한이주민들을 대상으로 심층 면담을 하여 북한, 제3국, 한국, 다시 제3국, 다시 한국 등에 걸친 반복되는이주와 이동에서의 경험을 탐색하는 데 목적이 있다. 재입국 북한이주민의 재정착 경험은 연구가 거의 진행되지 않은 탐색적인 분야이므로 질적 사례 연구방법으로 연구참여자들의 경험을 탐구하였다. 연구참여자 5인의 심층 인터뷰 자료가 수집되었으며, 연구진들의 논의 및 교차분석을 통해 분석이 이루어졌다. 사례 내 분석과 범주화 분석을 실시하였으며, 범주화 분석 결과는 고군분투하다 만난 탈남 대열, 기대했던 제3국에서 높은 장벽에 가로막힘, 지금 여기에 뿌리내림의 3개의 본질적 주제로 나뉘었다. 본질적 주제에는 각 3-5개의 하위 주제가 포함되었다. 연구 결과를 바탕으로 한국 사회 내의 북한이주민에 대한 사회적 편견 완화, 탈남 및 재입국에 대한 실태조사, 북한이주민의 이주에 대한 행위의 맥락 이해, 북한이주민에 대한 개별화된 서비스 제공, 제3국 입국에대한 충분한 정보와 교육의 사전 제공 등을 제안하였다.

This is an exploratory study on North Korean migrants who have left from and then have come back to South Korea. The study aimed to explore these North Korean migrants’ their experience of circulating several countries. The study used a qualitative case study method. Five participants were interviewed with a semi-structured in-depth interview schedule. They were asked to respond to the core experiences in their repetitive migration. Their responses were analyzed using the within and between case analysis methods. The results from within case analysis revealed unique traits of each case. The three main themes and 12 sub-themes were extracted by the between case analysis. The study concluded that it is necessary to alleviate the social prejudice and stigma against North Korean migrants in South Korea, to provide migration information and education, and to provide individualized social services to those who have returned to South Korea from illegal or unplanned migration in the third countries.
