카니발 페다고지 관점에서의 시민문화예술교육 프로그램 평가 루브릭 개발

Development of a rubric for the evaluation of civic culture and art education from the viewpoint of carnival pedagogy

시민문화예술교육은 주체성을 가진 지역주민이 자발적으로 문화 활동에 참여하여 지속가능한 지역사회의 발전에 기여하고자 하는 목표를 지니고 있다. 그러나 평가도구의 부재로 인해프로그램의 효과성 측정이나 개선에 제한점이 있었던 것이 사실이다. 이에 이 연구에서는 카니발 페다고지의 관점에서 시민문화예술교육 단체가 보유한 문화예술 컨텐츠의 장르나 분야에 관계없이 자체 진단 및 평가에 활용할 수 있는 분석적·과제 일반적 형태의 루브릭을 개발하고자하였다. 우선 전문가 FGI를 통해 평가요인을 도출하였고, 선행연구를 참고하여 각 평가요인에부합하는 문항을 개발하였다. 문항의 타당도를 검증하기 위해 2회의 델파이 연구를 실시하였으며, 이를 통해 루브릭의 최종안을 확정하였다. 신뢰도 검증을 위해 실제 시민문화예술교육 프로그램 평가에 적용, 평가자간 평가 일치도를 측정하였고 그 결과 .891의 Cronbach’s ɑ값이 산출되었으며 평가자간 일치도 측정 결과, 평가자들에게 생소한 개념을 다루고 있는 4개 항목을제외했을 때 일치도 통계는 .85 이상, Kappa값은 .75 이상의 높은 수치가 산출되었다. 시민문화예술교육은 하향식 지원 정책에 의해 이루어지는 학교문화예술교육이나 일반적인사회문화예술교육과는 달리 단체에 따라 교육 환경이나 방법 면에서 매우 큰 차이를 보인다. 따라서 이 연구에서 도출된 루브릭의 표준화 및 보급을 위해서 지속적인 후속 연구가 반드시이루어져야 할 것이다.

Civic culture and art education has the goal of contributing to the development of a sustainable community by voluntarily participating in cultural activities by local residents with their own identity. However, it is true that the absence of the evaluation tool limits the effectiveness of the program. In this study, we tried to develop rubrics of analytic and general forms that can be used for self - diagnosis and evaluation regardless of genre or field of culture and arts contents held by civic arts and cultural education organizations from the perspective of Carnival Pedagogy. Expert FGI was used to derive the evaluation factors, and the items that corresponded to each evaluation factor were developed by referring to the previous research. In order to verify the validity of the items, two delphi studies were conducted and the final rubrics were confirmed. In order to verify the reliability, it was applied to the actual civic arts and culture education field, and the degree of agreement between the evaluators was measured. As a result, the Cronbach s α value of .891 was calculated and the four items The agreement statistic was higher than .85 and Kappa value was higher than .75. Therefore, a continuous follow-up study must be performed to standardize and disseminate the rubrics derived from this study.
