상호문화역량의 개념 및 구성요소에 관한 연구

A Study on the Concept and Components of Intercultural competence

우리사회의 다문화사회로의 이행은 사회속에서 휴먼서비스를 담당하고 있는 많은 직업종사자들의 이에 합당한 역량의 개발을 요구하고 있다. 이와 관련하여 외국에서는 여러 사회영역의 ‘상호문화적 개방’이라는 슬로건 아래 상호문화역량에 대한 담론, 실천, 그리고 정책이 논의되고 있다. 한국에서는 최근 십여년 간 상호문화교육담론이 지속적으로 유럽담론의 연관성속에서 부각되고 있는데 상호문화교육담론은 다문화교육담론의 한계를 비판하는 다양한 철학적, 이론적 기반을 가지고 있다. 다문화역량은 소수문화에 대한 차이를 인정하는 역량임에 반해, 상호문화역량은 공통점을 확대해 나아가는 과정으로 볼 수 있다. 또한, 상호문화역량은 문화적 우위가 아닌 사람 간의 상호주관성을 넓힘으로써 서로 간의 공통점을 확대한다는 차원에서 매우 실천적인 성격을 지니고 있다. 본 연구는 이러한 상호문화교육과 상호문화역량 담론 속에서 향후 휴먼서비스에 종사할 전문인력들이 갖추어야 할 상호문화역량의 내용들을 파악하기 위한 기초연구로 상호문화역량의 개념 및 구성요소가 무엇인가를 살펴보았다. 상호문화역량의 개념 및 구성요소 도출을 위해 국내외 상호문화역량 담론에 대한 문헌분석과 국내 상호문화교육담론 전문가들과의 FGI를 실시하였다. 연구의 결과 상호문화역량은 ‘다문화사회에서 개인이 사회와 자신이 지닌 올바르지 못한 생각(타자를 차별적으로 배제하는)을 비판적으로 성찰함으로써 변화하여 모두가 평화롭게 지낼 수 있는 새로운 문화를 만들어 가는 역량’으로 정의될 수 있었다. 그리고 상호문화역량을 구성하는 요소인 하위역량으로는 성찰, 의사소통, 갈등관리, 유연성, 민감성, 문화적 지식, 공감, 존중 이상 여덟 가지 역량군으로 분류될 수 있었다. 이 중 특히, 성찰은 다른 역량군의 기초가 되는 성격을 가지고 있었다.

The purpose of this study were to investigate intercultural competence concept and component. Multicultural competence admits a cultural difference with other culture and people. However, intercultural competence expands our common things. Especially, intercultural competence has practical properties to expand the intersubjectivity, But, we have to concern about intercultural competence itself and perform a theoretical fundamental research to do not temporary trend. So, this study explored intercultural competence concept and component. The research methods are document research, FGI and conference of related experts. The results of intercultural competence concept is defined as ‘person who live in multicultural society reflect the wrong thought oneself therefore, we all have a desirable change to make a new culture for us’. And the results of intercultural competence component were composed of reflection, communication, conflict management, flexibility, sensibility, cultural knowledge, empathy, respect. Especially, reflection was defined essential competence of all. This study suggest that conduct a consistently follow-up studies and do intercultural praxis our society.
