박물관 교육 평가의 새로운 방향과 쟁점 연구: 박물관 교육의 ‘학습 결과’를 중심으로

New Directions and Issues In Museum Education Evaluation: With A Focus on the ‘Learning Outcomes’ of Museum Education

본 논문에서는 국내의 박물관 교육 평가가 참여자 수와 같은 정량적 목표 위주로 평가되거나 참여자의 만족도 등 반응 평가에 머무는 것을 넘어 박물관 교육 고유의 성격과 효과를 탐구하는 평가로 도약하기 위한 새로운 방향을 이론적으로 탐색하였다. 이를 위해 최근 영미권에서 박물관 교육 평가에 의미있는 영향을 미치고 있는 ‘학습 결과’(learning outcome)의 개념적 틀을 살펴보고, 이러한 결과기반 평가의 한계와 발전적 지향에 대해서 검토하였다. 영국의 박물관도서관아카이브 위원회(MLA)가 주도하여 개발한‘포괄적 학습 결과’(GLO)와 미국 국립과학재단(NSF)에 의한 비형식 과학교육 프로그램의 학습 결과는 인지적, 정서적, 행동적 측면에서 박물관 학습의 결과를 포괄적으로 설정하고, 박물관이 교육적 활동의 기획과 평가의 준거로 활용할 수 있는 개념적 틀을 제시하고 있다. 동시에 이러한 결과기반 평가는 사전에 의도된 결과에 초점을 둠으로써 박물관의 비형식 학습 효과를 온전히 평가하는데 제약이 있다는 인식에 따라 참여자기반 평가를 강화해야 한다는 논의가 대두되고 있다. 우리 박물관 교육이 한 단계 도약하기 위해서는 박물관의 학습 결과에 대한 연구를 본격화하고, 참여자의 관점을 도입한 학습 결과를 박물관 교육 기획 및 평가의 기반으로 삼는 것이 요구된다. 이는 박물관이 공공지원에 대한 책무성을 강화하고 박물관의 공적 가치를 제고해 나가는데도 긴요한 과제일 것이다.

This study explored new directions of evaluation for museum education in Korea. Currently, museum education evaluation practices are limited to measuring quantitative outputs such as the number of programs and participants. To strengthen the quality of museums educational offerings and the value of museums in society, evaluation of museum education needs to measure the ultimate outcomes or impacts of museum education programs. Through the examination of conceptual framework of learning outcomes developed by museum and informal learning research community in England and U.S., the unique nature of museum learning and the categories of learning outcomes for museums were discussed. Also, the possibilities of participant based evaluation were examined to overcome the limitations of outcome based evaluation. Based on this, implications for Korean museum education to facilitate new evaluation philosophy and practices were examined and presented. It is expected that theoretical study of learning outcomes of museum education and its practical application would contribute to the innovation of museum education in Korea and public value of museums.
