한국 소수자우대정책의 특징 고찰

An Analysis of Affirmative Action Policies in Korea

본 논문은 한국 소수자우대정책의 실태와 이에 대한 찬반 논쟁들을 살펴보고, 소수자우대정책을 둘러싼 갈등을 조정하는 방안의 하나로 이들 주제들을 사회과 수업에서 학습할 것을 제안하고자 한다. 한국의 소수자우대정책은 1960년대 미국에서 시작된 인종이나 여성 할당제 중심의 소수자우대정책과 양상이 다르지만, 잠정적인 할당제를 통해 능력위주의 기회평등에서 실질적인 결과평등으로 전개된다는 점에서 유사한 점이 많다. 다만 미국 소수자우대정책처럼 사회 전반적으로 실시되는 것이 아니라 특정한 일부 집단에 한정된다는 점에서 한국적인 특수성이 있다. 최근 한국사회에서 시도된 소수자우대정책 사례는 11가지로 구분할 수 있다. 필자는 사례들을 집단의 성격 차이를 준거로, 성별 우대정책 3가지, 지역별 우대정책 3가지, 청년세대별 우대정책 3가지, 특정 사회적 약자 집단 2가지로 나누었다. 이 정책들을 두고 소수자우대정책 지지자들은 결과평등, 소수자 집단에 대한 배려, 잠정적 할당제, 사회 정의 차원의 다양성 등의 논리를, 반대자들은 능력주의 위반, 기회평등 위반, 할당제는 역차별 등의 논리를 내세우며, 첨예하게 대립하고 있다. 필자는 다양한 욕구가 서로 충돌하는 사회 속에서 갈등을 조정하는 능력을 키우기 위해, 이들 주제들을 교실수업에서 학습할 것을 제안하고자 한다.

This paper is to analyze the nature of‘affirmative action’policies in Korea, towards their inclusion in the classroom discussion as a way of resolving conflicts arising from diverse social demands and needs. Korean affirmative action policies are somewhat different from those of the ‘60s American version focused on the racial and sex quotas, and are limited to a certain sectors of society while the American implementations are broad and general. They are, nevertheless, similar to the U. S. policies in trying to achieve substantial equality of consequences instead of meritocratic equality of opportunities. Recent affirmative action policies in Korea can be numbered at least eleven: three sex-related, three region-related, three youth-related, and two minority-related policies. Their supporters mention as their rationale consequential equality, protection of the disadvantaged, tentative quotas, and diversity as social justice among others, while their vocal opponents base their reasons on the disruption of meritocracy and equality of opportunities, the quota system as reverse discrimination, and so forth. It is suggested that conflicts around affirmative action policies could be alleviated by their introduction into the classroom discussions.
