제주 지역 체류 예멘 난민 신청자를 둘러싼 갈등요인에 관한 연구

A Study on the Conflict Factors around the Applicants in Yemen Refugees in Jeju Area

한국의 경우 난민신청이 매년 급증하고 있는 상황에서 2018년 4월 23일 무사증 제도를 통해 제주도로 입국한 예멘인 561명 중 549명이 난민신청을 함으로써, 제주 예멘 난민 수용 여부에 대한 갈등이 증폭되었다. 예멘 난민 신청자에 대한 정부의 성급한 출도제한 조치, 난민 업무 시스템 부재 및 인프라 부족 등 소극적이고 미숙한 대응으로 이들에 대한 난민 혐오, 가짜 난민, 불법난민 등의 가짜뉴스 난립, 이슬라모포비아 현상 등의 요인에 의해 제주 예멘 난민 문제는 첨예한 사회적 갈등으로 전개되었다. 이러한 갈등을 해결하고 유사한 상황의 재발을 예방하기 위해서는 정부의 난민 업무 인프라를 확보하고, 전문성을 강화해야 한다. 난민신청자의 심사기간 동안의 처우에 대해 실질적으로 보장해야 하며, 난민에 대한 혐오와 가짜뉴스를 규제하는 차별금지법이 제정되어야 한다. 그리고 중앙정부, 지방자치단체와 시민단체가 협력하여 난민에 대한 부정적인 인식과 편견을 불식시키고 올바른 인식 증진을 위해 일반국민을 대상으로 지속적인 문화감수성 및 수용성 증진을 위한 시민교육이 필요하다.

On April 23, 2018, 561 people from Yemen arrived in Jeju Island through the NO-VISA system. Of these, 549 people applied for refugee status. As a result of this incident, conflicts over whether to accept refugees in Yemen in Jeju were amplified. Due to various factors, the problem of refuge in Yemen in Jeju was developed into a sharp social conflict. Such factors include passive and inexperienced responses to the government s imminent restrictions on the applicants for Yemen refugees, lack of refugee operation systems and infrastructure, refugee dislike(including islamophobia), and fake news on refugees. In order to resolve such conflicts and prevent the recurrence of similar situations, the government should secure infrastructure for refugee work and strengthen its expertise. Actually, it is necessary to guarantee the treatment of refugee applicants during the period of examination, and anti-discrimination laws regulating the abhorrence of refugees and false news should be established. And it is necessary to improve the perception of ordinary refugees. In addition, civic education for the continuous improvement of cultural sensitivity and acceptance of the general public is needed for the public to cooperate with the central government, local governments, and civic groups to dispel negative perceptions and prejudices of refugees and to promote proper awareness.
