도시재생사업의 형태기반코드 적용 가능성 고찰

A Study on the Applicability of Form-Based Codes for Urban Regeneration Project

본 연구는 도시재생사업에 있어 형태기반코드의 개념과 의미 그리고 이를 적용하기 위해서 어떠한 과정을 거쳐 활용할 수 있는지에 대하여 중점을 두어 진행하였다. 특히 원도심 회복을 위한 기본 전제 중의 하나인 상업시설 가로활성화사업과 연계하여 형태기반코드의 자율적인 측면이 보완되어야 함을 제시하였다. 이는 주민이 주도하고 주민의 의견이 최대한 반영된 코드기반의 자율성에 있었으며, 후속과정으로 형태기반코드 구성을 위한 기초부터 제시된 문제점들은 향후 세부 분야별로 이해관계자와 주민들의 설문과정을 통해 정리하고, 지자체의 의견과 관련법과의 연계를 통해 가로를 구성하는 요소들을 보다 구체화하는 과정이 필요하다. 따라서 물리적인 개선방안을 중심으로 형태기반코드를 적용한 기초단계부터 도시재생사업과의 연계과정에 통해 도출된 세부지침은 향후의 연구에서 실증분석 결과를 통해 이를 사례와 접목시켜 분석하여 최종적인 가이드라인 마련이 필요하다. 따라서 후속연구를 통해 이를 더욱 구체화하여야 한다.

This study focused on the concept and meaning of form-based codes in urban regeneration projects and how they can be used to apply them. In particular, it suggested that the autonomous aspect of the form-based code should be complemented in connection with the commercial facility street revitalization project, which is one of the basic preconditions for the restoration of the original city.
