장애인직업재활시설 종사자가 인식하는 핵심역량 유형 연구 : 장애인보호작업장 종사자의 인식을 중심으로

A Study on Types of the Core Competency for the Workers in Vocational Rehabilitation Facilities for the Disabled : Focusing on the Perception of Workers in the Sheltered Workshop

본 연구는 장애인직업재활시설 종사자의 핵심역량에 대한 인식 유형과 그 특성을 Q 방법론을 통해실증적으로 고찰하였다. 이를 위하여 문헌고찰과 심층 인터뷰를 통해 추출한 30개의 항목을 Q 표본으로활용하였으며, 서울·경기지역 소재 장애인직업재활시설에서 근무하고 있는 종사자 40명을 P 표본으로선정하였다. 분석결과, 장애인직업재활시설 종사자의 핵심역량에 대한 인식 유형은 ‘장애인에 대한 통찰역량’, ‘시장 지향 역량’, ‘사례관리 역량’, ‘사회적 가치 실현 역량’ 등 네 가지로 분류, 정리되었다. 이러한결과를 토대로 그동안 관념적 레토릭 수준에 머물고 있는 장애인직업재활시설 종사자의 핵심역량 파악에 현실적 토대를 제공하여 새로운 핵심역량을 구성하고 직업재활실천현장에서 필요한 역량기반교육을반영한 교과과정 개발을 제언하여 직업재활서비스 전문인력 양성과 관리를 위한 함의를 전달하였다.

This study examined the recognition types and the characteristics of core competencies of the vocational rehabilitation workers with disabilities through Q methodology. For this purpose, 30 items extracted from literature reviews and in-depth interviews were used as Q samples and 40 workers who were working at vocational rehabilitation facilities with disabilities in Seoul and Gyeonggi area were selected as P samples. As a result of the analysis, the core competencies of vocational rehabilitation workers were classified into four types: 1) insight for the disabled 2) market-oriented capacity, 3) case management capacity, and 4) social value realization capability. This study presents the characteristics of each type and based on this, the core competency of vocational rehabilitation facility workers are professional vocational rehabilitation services such as job evaluation, job adjustment training, and follow up management, as well as market performance such as financial management, accounting, and marketing. In addition, through the exploration of the core competencies of workers in vocational rehabilitation facilities in Korea, this study provides a practical basis for the development of core competencies of vocational rehabilitation workers, which have remained at the idealistic rhetoric level. Based on this, it is expected that a new core competency and a curriculum reflecting the competency based education needed in the field will be developed to train and manage vocational rehabilitation service professionals
