발달장애인들은 장애유형이나 장애 정도에 상관없이 주체자로 자신의 삶을 스스로 선택하고 결정하여지역사회에서 타인과 더불어 살아갈 수 있는 역량이 필요하다. 하지만 성인기 삶에 진입하지 못한 발달장애인들은 성인기로의 재진입을 위한 방안이 절실하고 이들의 전환을 도울 수 있는 교육적 지원서비스가 요구된다. 본 연구는 최근「발달장애인법」제정과 「평생교육법」개정으로 관심이 커진 발달장애인평생교육운영이 시설운영 측면과 프로그램 운영 측면에서 어떻게 운영되고 있는지, 나타나는 문제가무엇인지, 이후 발전을 위해 필요한 내용이 무엇인지 운영자 관점에서 심층면담을 통해 탐색하고자 하였다. 이를 위해 근거이론의 개방코딩과 축코딩을 중심으로 범주화하기, 이론적 패러다임 생성하기 과정을 통해 연구결과를 도출하였다. 연구결과 전환서비스관점에서 본 운영의 어려움과 과제 그리고 운영자관점에서 본 문제의 중심현상과 이를 극복하기 위한 방안 찾기 과정이 나타났다. 결론적으로 발달장애인을 위한 평생교육은 법제도적 측면에서 확대되고 있지만 내실의 담보 측면에서 발달장애인들의 성인기삶으로의 재진입을 위한 충분한 지원체제가 되고 있는지에 대해서는 확신할 수 없음이 운영자들의 경험연구를 통해 나타났다. 또한 운영자들은 두 가지 측면에서 발전방안을 제시하고 있는데 하나는 시설운영측면이고 다른 하나는 프로그램의 구체성에 대한 측면이었다.
People with developmental disabilities need empowerment to live with other persons in their community through self-choice and self-determination regardless of disability type or level. But people with developmental disabilities who couldn’t enter into the adults life require special educational support services to help them. This article tried to search facility workers experience from point of view management and program operation of lifelong education institute for people with disabilities. The research question were to search about how the institute were manage, what the biggest problems were, and what the developmental way for effective management of lifelong education is. For the study, this article chose nine lifelong education program operators as study participants and analyzed by grounded theory, one of the qualitative research. Especially this study focused on axial coding and draw a results through the cause condition, context condition and interaction strategies. In conclusion, even though lifelong education for people with developmental disabilities expand in laws and systems aspect, the workers couldn t be sure about effective management and program operation
