장애인재활상담사 자격제도 도입방안 연구

A Study on the Introduction Strategy of Rehabilitation Counselor as National Qualification

본 연구는 2015년 12월 29일 국회 본회의를 통과한 장애인복지법 개정안에 따른 장애인재활상담사국가자격의 운영을 위해 자격에 대한 업무영역과 역할범위, 자격 등급과 교부, 자격사항을 위한 장애인재활분야의 학위와 장애인재활 관련기관, 장애인재활 관련 교과목 등과 자격관리, 특례시험 방안 등의세부적인 방안들을 마련하는데 목적이 있다. 본 연구에서는 문헌조사, 실태조사, 전문가심층면접조사, 공청회 등의 연구방법을 활용하였으며, 본 연구를 통해서. 첫째, 재활상담과 사례관리(장애관리) 등의장애인재활상담사의 역할과 직무, 둘째, 국가시험 위탁기관 선정-국가시험계획 수립-시행계획공고-응시원서 접수-응시자격확인-시험실시-합격자통보-자격발급의 국가시험 운영방안, 셋째, 장애인재활기관 및 관련학과 인정방안, 넷째, 장애인재활상담관련 이수 교과목 구성방안, 다섯째, 특례시험 대상 자격증 소지자와 운영방안등을 도출하였다.

The purpose of this study is to develop task domain, grade and issue of license, degree and relative organ for the qualification, curriculum and exception test for the rehabilitation counselor as national qualification. In order to meet the this purposes, this study utilized documentary survey, factual survey, focus group interview, public hearing. The results of this study were follows. First, role and task of the rehabilitation counselor including rehabilitation counseling and case management. second, management strategy of the qualification. third, admit measure of relative organ and major. forth, formation plan of curriculum. Finally, manage measure of exception test.
