장애인 단시간근로 결정요인과 일자리 이동 분석

본 연구는 장애인의 단시간근로가 어떤 특징과 제한점을 가지고 있는지를 이해하고 단시간근로가 장애나 건강상의 이유 등으로 전일제근로가 어려운 장애인에게 유용한 직업적 대안이 될 수 있도록 하기 위해 필요한 지원방안들을 모색하기 위해 수행되었다. 이를 위해 장애인 단시간근로의특성을 분석하고 장애인 단시간근로 결정요인과 일자리 이동을 분석하였다. 분석자료는 장애인고용패널조사를 활용하였으며 로지스틱분석과 다항로지스틱분석을 실시하였다. 분석결과 장애인이단시간근로를 선택하는 중요한 이유는 장애로 인한 제약, 전일제 일자리를 찾지 못해서, 자유로운근무시간 때문인 것으로 나타났다. 전일제와 비교하면 단시간근로는 여성, 저학력자, 중증장애인, 건강상태가 좋지 않는 장애인에게서 더 많은 것으로 나타났다. 고용안정성 등 고용여건에서는 단시간근로자들의 지위가 전일제근로자에 비해 많이 열악한 것으로 나타났다. 장애인들의 단시간근로에 영향을 미치는 요인은 성별, 연령, 건강상태, 기초생활수급여부로 나타났다. 또한 서비스판매종사자, 단순노무종사자 그리고 사업개인공공서스업 분야에 종사할 경우 단시간근로를 할 가능성이 더 높은 것으로 나타났다. 단시간근로자들의 일자리 이동을 분석한 결과, 전일제근로로 이동하는데 영향을 미치는 요인은 건강상태, 장애정도, 연령, 학력인 것으로 나타났다. 단시간근로에서 미취업 상태로의 이동에는 기초생활수급여부가 유의미한 영향을 미치는 것으로 나타났다. 이러한 분석결과를 토대로 단시간 근로자들의 사업장 내 건강 및 장애관리 지원, 단시간 근로 장애인의 고용안정성 확보, 단시간 근로자에 대한 차별 예방 조치 등을 제안하였다.

The purpose of this study was The purpose of this study was to examine the characteristics and limitations of the short-time labor of people with disabilities and what support should be provided for these people who had difficulties doing full-time work due to their disabilities or health reasons to take advantage of short-time labor as an efficient job alternative. The characteristics of the short-time labor of the disabled were analyzed, and the determinants for their short-time work and their job mobility were analyzed as well. The data of the panel survey of employment for the disabled were utilized in this study, and logistic regression analysis and multinomial logistic regression analysis were made. As a result, there were three major reasons that the people with disabilities chose short-time work. One was restrictions caused by disabilities, and another was being unable to get a full-time job. The third was flexible working hours. When the characteristics of short-time work were compared with those of full-time work, short-time work was more prevailing among the people with disabilities who were female, who weren t highly educated, who had severe disabilities and/or who were in bad health. As for working conditions including job stability, the status of the short-time workers was lower than that of the full-time workers. The factors that affected the short-time labor of the disabled were gender, age, health status and whether to be a basic livelihood security recipient or not, and those who were service workers, sales associates or simple laborers or who were self-employed or in the public service industry were more likely to do short-time work. Concerning job mobility, the factors that exerted an influence on their transfer to full-time work were health state, the degree of disabilities, age and academic credential. The mobility from short-time work to unemployment was under the significant influence of whether to be a basic livelihood security recipient or not. Given the findings of the study, how to ensure the job stability of short-time workers with disabilities, how to assist their health promotion and disability management in their workplaces, how to accelerate their transfer to a full-time job and how to provide more chances for jobless disabled people to do short-time work were suggested.
