본 논문은 2013년 장애인 경제활동 실태조사를 이용해, 장애인 실업자의 다양한 구직 경로를 결정하는 요인들이 무엇인지를 탐구한다. 특히 공공기관(장애인고용공단, 고용노동부 고용센터, 지방자치단체, 장애인복지관)을 통해 구직하는 장애인과 개인적 노력(대중매체 혹은 개인적 연줄)을 통해 구직하는 장애인 사이에는 어떤 차이가 있는지, 그리고 상이한 공공기관을 이용하는 장애인들 사이에는 어떤 차이가 있는지를 연구한다. 로짓 분석 결과, 공공기관 이용자와 대중매체 이용자의 비교에서는 장애 정도, 성별*학력, 연령*학력, 장애 정도*학력, 기초생활수급권자 여부가 유의한 변수였고, 공공기관 이용자와 개인적 연줄의 비교에서는 연령, 교육년수, 연령*학력, 전직 취업형태, 전직 직종이 유의한 변수였다. 공공기관 간의 비교에서는, 비교되는 기관들에 따라 다소 다르기는 하지만 성별, 연령, 결혼 여부, 장애 정도, 희망 직종 등이 유의하게 나타났다. 이러한 분석 결과는 장애인 고용서비스의 원활한 전달을 위해 공공기관들 간의 협력과 조정이 필요함을 보여준다.
This article uses the 2013 Survey on the Current Conditions of Economic Activities of People with Disabilities to explore what factors determine different paths of job search by unemployed persons with disabilities. Specifically, it investigates what differences there are between those who search jobs through public disability agencies and those through personal efforts (mass media and personal networks). It also examines those factors that account for differences among different individuals with disabilities who search jobs through different public agencies. This paper shows that disability severity, gender*education, age*education, disability severity*education, and basic livelihood recipient explain differences between the users of public agencies and those of mass media and that age, education, age*education, former employment type, and former occupation type explain differences between the users of public agencies and those of personal networks. This study also shows that gender, age, marital status, disability severity, or desired occupation type explain differences among the users of different public agencies. The results of the analysis demonstrate a need for cooperation and coordination among different public agencies for a better delivery of disability employment services.
