직업재활시설 유형개편에 따른 운영개선 방안 연구

A Study on the Improvement Management Based on Restructuring of Types of Vocational Rehabilitation Facilities

직업재활시설은 1986년 자립작업장 설치계획을 시작으로 제도적으로 운영, 관리되기 시작하여 2000년 장애인복지법 전부개정 때, 근로작업시설, 보호작업시설, 작업활동시설, 직업훈련시설, 생산품판매시설의 5개 유형으로 세분화되며 본격적인 발전을 이루게 되었다. 그러나 중증장애인의 고용이 확대되지 못하고, 직업재활시설 유형에 따른 기능의 모호함, 시설평가를 통해 지적되었던 여러 가지 운영상의 문제점이 지속적으로 제기되는 등 이러한 점들을 극복하기 위해 2007‘년 장애인복지법 개정으로 직업재활시설이 2개 유형으로 재편되게 되었다. 이에 본 연구는 한국장애인개발원에서 2011년 실시한 직업재활시설 실태조사 결과를 바탕으로 유형개편을 한 직업재활시설과 그렇지 않은 시설간의 운영현황을 비교분석함으로써 직업재활시설의 운영개선 방안을 제시하는데 주된 목적이 있다. 연구결과 유형개편을 한 직업재활시설의 종사자 수는 여전히 법적 배치기준을 충족시키지 못함으로써 인력부족의 어려움을 겪고 있으며, 유형개편 이전보다 근로장애인의 임금은 2배 이상 확대되었고, 직업적응훈련의 실적도 지속적으로 증가하고 있는 것으로 나타났다. 이러한 연구결과를 바탕으로 본 연구에서는 직업재활시설 유형개편에 따른 지침마련, 운영기준에 맞는 행·재정적 지원, 제한된 자원 내에서 효율적으로 직업재활서비스 제공을 위해 지역 내 직업재활시설 및 유사기관들과의 연계협력이 이루어져야 하고, 이를 위한 통합적인 전달체계로의 개선이 필요함을 제언으로 제시하였다.

Vocational rehabilitation facilities were systemized by establishment operating plans of sheltered workshop in 1986 and separated 5 types in 2000. However there were problems functions of vocational rehabilitation facilities and not expanded of employment of people with severe disabilities. Therefore they had to be restructured of types of vocational rehabilitation facilities in 2007. The purpose of this study is to compare with vocational rehabilitation facilities with restructuring and facilities without restructuring. Also it would be suggested improvement management of vocational rehabilitation facilities. According to the results, i would like to suggest strategies to improve management of vocational rehabilitation facilities. First, there are required specific guidelines for management of vocational rehabilitation facilities. Second, it is demanded financial and administrative support such as legal arrangement of staff and support of equipment or facilities through the guidelines of vocational rehabilitation facilities. Third, it would be founded on system of services linkage, cooperation, and collaboration. Finally it has to be improved services delivery system for efficient and effective provision of services to offer effectively for the severely disabled.
