문화예술교육 정책에 근거한 음악교육 활성화를 위한 문제점과 개선방안

A Study on The Plan for Development of Music Education Based on The Cultural-art Education Policy

본 연구의 목적은 현재 실행되고 있는 문화예술교육 정책을 중심으로 하는 음악교육의 문제점을 파악하고 그 개선방안을 제시하는 데 있다. 그리고 이를 바탕으로 향후 문화예술교육으로서의음악교육 활성화를 기대하고자 하였다. 이에 본 연구는 선행 연구와 다양한 문헌자료를 통해 현재문화예술교육에 있어 음악교육과 관련된 문제점을 1) 문화예술교육의 개념과 정책, 2) 다양한 학습대상자와 학습형태에 대한 인식변화, 3) 음악 교·강사 시스템 구축, 이렇게 세 가지 주제를 중심으로 파악하고 각 문제점에 관해 음악교육 관점에서의 방안을 모색해 보았다. 나아가 최종적으로 인적, 물적 인프라를 갖추고 있는 대학과 같은 기관을 중심으로 한 중앙지원체계의 확립과 이와 연계된 사회적 네트워크 구축을 제안하였다. 이제 음악교육은 문화예술교육의 일부로서 구체적 역할과동시에 자체적 확립을 이루어야 할 때이다. 따라서 이러한 문제점에 바탕을 둔 논의가 문화예술교육으로서 음악교육이 질적으로 성장하고 동시에 음악교육의 사회적 역할이 다양하게 창출되는데기여되기를 바란다.

The Purpose of this study was to propose the plan of activation for music education by suggesting improvements and identifying the problems for music education based on the current Cultural-art Education Policy. In order to set the direction, the study identified problems related to music education in the Cultural-art Education Policy through precedent reseatches and literature. It was as follows 1) conceptual and political confusion of the Cultural-art Education Policy, 2) change in realization of various learners and learning styles 3) a system confusion for music teachers and instructors. Furthermore as the solutions, the study suggested to establish a central support system equipped with human and material infrastructures and to built a network connected to the system. Now music education is a part of the Cultural- art Education and it is the time to establish itself as well as concrete role. Finally it is hope that the discussion based on these problems will lead to qualitative development of music education and contribute to the creation of various social roles.
