「투명사회협약」에 대한 사립유치원 원장의 인식 및 요구

Perception and needs of private kindergarten directors on ‘Convention on Transparent Society’

본 연구의 목적은 「투명사회협약」정책에 대한 사립유치원 원장의 인식과 요구를 알아보는 데 있다. 이를 위해 2018년 8월 16일부터 9월 28일까지 경기도 내 사립유치원 원장 176명을 대상으로 설문조사를, 10명을 대상으로 심층면담을 실시하였다. 첫째, 사립유치원 원장의 본 정책에 대한 인식을 살펴본 결과, 목적에 대한 인식은 보통보다 낮은 수준이었고, 주로 본 정책의 목적을 사립유치원의 통제와 관리를 위한 것으로 인식하고 있었다. 본 정책의 내용 적절성에 대한 인식은 보통 수준이었고, 특히, 정부의 새로운 시스템 도입에 대한 거부감을 드러내었다. 본 정책의 의의 및 시사점에 대한 인식은 다소 낮은 수준이었나, 면담에서는 긍정적인 기대도 일부 나타났다. 본 정책의 확대 필요성에 대한 인식은 설문조사에서 낮게 나타났지만, 면담에서는 긍정적인 의견도 있었다. 둘째, 본 정책에 대한 사립유치원 원장의 요구를 분석한 결과, 협약 이행에 있어 사유재산권 불인정, 사립유치원의 운영권 제한 등이 주된 어려움으로 나타났고, 경기도교육청이 사립유치원의 특수성을 이해해주어야 한다는 요구가 높았다. 본 정책의 확대방안으로는 주로 자발적인 공공성 실천과 자율성 보장을 꼽았다. 이에 본 연구는 「투명사회협약」정책을 보다 발전시켜 실효성을 높이고 확대 방안을 모색하는 데 시사점을 제공할 것으로 기대한다.

The purpose of this study is to analyze perception and needs of private kindergarten directors about the policy of ‘Convention on Transparent Society’. For this study, a questionnaire survey of 176 directors and depth interviews with 10 directors of private kindergarten in Gyeonggi-do were conducted from August 16th to September 28th in 2018. The results were as follows. First, the level of perception of private kindergarten directors was relatively low, and they mainly thought that the purpose of this policy was to control and supervise private kindergarten. The perception of the relevance of content of this policy was moderate, and in particular, many directors showed rejection to accept a new system such as an online entrance system. The perception of meanings and implications of this policy was negative, but positive expectations were shown in the depth interview. Second, as a result of analyzing their needs of this policy, it was found that the main difficulties were the stance of Gyeonggi-do Office of Education and the lack of understanding about private property and management rights of private kindergartens directors. In addition, they highly demanded for understanding a distinguished situation of private kindergartens. They thought that fulfilling voluntary publicness and guaranteeing autonomous management were important factors to expand this policy. This study had implications for developing ‘Convention on Transparent Society’ and increasing its effectiveness and for seeking ways to enhance the publicness of private kindergartens.
