장애인복지관 생산성 수준과 변화요인 분석

Measuring Productivity Changes in Welfare Centers for People with Disabilities

본 연구는 장애인복지관의 생산성 수준과 생산성 변화 요인을 분석하는데 목적이 있다. 이를 위해 4개년간의 ‘전국장애인복지관 편람’ 자료를 기반으로 맘퀴스트 생산성 지수(Malmquist Production Index)를 적용하였다. 분석결과, 장애인복지관의 효율성은 증대되었으나 생산성은 감소한 것으로 나타났다. 조사대상 기간인 2007년부터 2010년 사이 생산성은 6.7% 감소한 반면, 기술적 효율성은 26.8% 증가하였다. 생산성 감소의 주된 원인은 기술 확산이 이루어지지 않아 발생한 것으로 분석되었다. 이러한 결과는 장애인복지관의 업무전산화 사업 등 기술 혁신이 종료되는 2012년 이후에는 생산성이 향상될 것으로 기대된다. 또한, 장애인복지관 운영 사업이 지방이양된 이후 지방정부의 투자가 정체 또는 퇴보 되는 결과로도 이해될 수 있다. 본 연구를 통한 주요한 발견점은 효율성이 증가하더라도 생산성은 감소할 수 있다는 점이다. 또한, 생산성 개념은 효율성의 양적 측면 외에 서비스의 질적 측면을 고려하므로 맘퀴스트 생산성 지수는 향후 품질 관리를 위한 도구로 활용될 수 있을 것으로 판단된다.

The purpose of this study was to analysis Productivity Changes of Welfare Centers for People with Disabilities according to Malmquist Production Index. This study analyzed productivity change and the related factors. Input factor was the number of employees, budget, and output factors were the Number of users, fees, donations in the welfare centers for people with disabilities. The major conclusions of this study were as follows. First, Increase the efficiency, but found that productivity declined of the Welfare Center. Second, productivity decreased by 6.7%, technical efficiency increased by 26.8%. Because of the lack of technology diffusion, productivity has been reduced. Third, The results of this task the disabled welfare computerization project is terminated, and technology innovation in 2012 is expected to increase productivity. Fourth, the disability welfare of the local government investment in the operating business is stagnant or degeneration can be understood as a result. It is findings that although an increase in efficiency can reduce productivity. In addition, the Malmquist production index as a tool for quality management in the future may be used are considered.
