사회적기업 성공요인 분석을 통한 직업재활시설 활성화 방안

Methodology to Activate Vocational Rehabilitation Facilities by Analysing Success Factors of Social Enterprises

우리나라 직업재활시설은 정책지원에 의하여 장애인직업재활의 기능과 역할을 담당했다. 현재 직업재활시설의 유형 개편에 따라 당해 시설의 경영여건과 지역특성 및 시장환경 요인에 많은 영향을 받게 되었다. 이러한 당해 시설의 효율적 효과성을 단기간에 향상시켜 생산적인 기능과 역할로 혁신하는 데에는 여러 가지 어려움이 있다. 이러한 시대요구와 상황전개에 따라 경영목표 설정과 지속적인 수익구조 창출에 대한 전략수립 및 복지기능과 더불어 마케팅활성화를 위하여 혁신적 방법론으로 접근할 필요가 있다. 본고에서는 현재 직업재활시설의 효율적 효과성 극대화를 통한 자립경영 체제를 정착시키려면 어떻게 방향을 잡고 추진해야 하는가에 관하여 검토하였다. 즉, 각 시설을 역량강화 차원에서의 수익구조 모델을 개발하고 활성화해야 할 필요성이 있다. 이에 사회적기업의 속성상 직업재활시설의 궁극적인 목표와 공통영역이 있기 때문에 사회적기업의 성공요인을 분석하여 유형 개편에 따른 직업재활시설의 활성화 방안으로 제시하였다.

Vocational rehabilitation facilities in Korea have by governmental policy support taken roles and functions of vocational rehabilitation for persons with disabilities. According to category change of vocational rehabilitation facilities, these facilities have been effected by such factors as management environment, regional characteristics, and market conditions. There are many difficulties in increasing efficient effectiveness of vocational rehabilitation facilities to innovate productive roles and functions of these facilities. We need to approach innovative methodology for vocational facilities to set management strategies, to attain facilities objective, to create sustainable earnings structure, and to activate marketing techniques. In this article we have reviewed how to achieve independent management system of vocational rehabilitation facilities by maximizing efficient effectiveness of these facilities. In dimension of empowerment we need to develop and activate earnings model of vocational rehabilitation facilities. As social enterprises have common factors with vocational rehabilitation facilities, to analyse success factors of social enterprises can be applied to activate vocational rehabilitation facilities in the process of category change.
