장애인거주시설의 최소기준 인증지표 개선과 적용가능성 탐색연구

A Study of Improvement and Applicability of Minimum Standard Accreditation on Disabled Residential Facility

1998년 사회복지사업법의 개정을 통해 매 3년마다 모든 사회복지시설이 최소 1회의 평가를 받도록 제도화되었다. 장애인거주시설은 원가정에서 생활하지 못하는 장애인들의 의식주를 책임지는 시설로 장애인복지 영역에서 차지하는 비중이 많으나. 최근 들어 정상화와 탈시설화의 영향으로 많은 변화가 요구되는 영역으로 평가가 가지는 의미는 크다. 기존의 평가지표나 평가체계는 빠르게 변화하는 장애인거주시설을 적절하게 평가하는 것에 한계점이 있다. 따라서 장애인거주시설의 운영과 관리에 대한 평가는 필수적이나 기존 평가지표에 대한 문제점 제기로 인해 최근 들어 인증 지표에 대한 관심이 높아지고 있는 상황이다. 복지선진국의 경우에는 인증지표는 시설이 지켜야 하는 최소기준(Minimum Standard)으로 실행되고 있다. 반면 우리나라의 경우에는 평가지표와 인증지표간의 구분이 정확하지 못하고 인증지표수가 많아 기존의 평가에서 제시된 항목들과 차별성이 없다. 본 연구에서는 변경희 외(2009)연구에서 개발된 인증지표의 과다한 지표수를 축소하고 반면 장애인거주시설에 꼭 포함이 되어야 할 필수 지표를 포함시켜 복지선진국과 같이 최소기준을 위한 인증지표를 개발하여 그 적용 가능성을 살펴보았다. 본 연구결과를 통해 필수부문 4개 항목과 최소부문 20개 항목의 최소기준인증지표를 도출하였다.

Since, The Amendment of Social Service Act of 1998, the evaluation of every social service is mendatory every 3 years. The evaluation of residential facility s operation process is a crucial to maintain quality of services. Recently, normalization and de-institutionalization effected evaluation process in Korea. Due to the limitation of current evaluation, recently, the attention is given to accreditation index. Despite of this attention, accreditation also has its limitation. The main limitation is indifference between evaluation and accreditation index. In developed countries, accreditation is based on minimum standard. Therefore, the purpose of this research was to reconstruct accreditation index developed by researcher Byon et.al (2008). This research included the critical index as well as shortened the quantity from previous research output. The Applicability of new developed index was tested by implementation, suitability and urgency of newly developed index. The 4 critical index and 20 minimum standards were developed as the result of this research.
