교육과정 이수 기간의 적정화 방안 마련을 위한 국가 수준 초·중등 학제의 적합성 탐색 연구

A Study on the Compatibility of National Level Primary and Secondary School Systems for the Properization of Curriculum Completion

연구목적: 본 연구는 국가 수준 교육과정 이수 기간의 적정화 방안을 마련을 위해 국가 수준의 초‧중등 학제의 적합성을 탐색하는데 연구의 목적이 있다. 연구방법: 본 연구에서는 50개국의 학제를 비교‧분석하였고, 교육과정 전문가를 대상으로 델파이조사를 실시하였으며, 교사, 장학사, 학부모, 대학생을 대상으로 설문조사를 실시하였다. 연구결과: 연구 결과, 첫째, 50개국의 초‧중등 교육과정 이수 기간을 비교하여 우리나라의 초‧중등 교육의 총 이수 기간, 초‧중‧고등학교의 학교급별 교육 연한, 초등학교 취학 연령이 국외에서도 보편적으로 적용되고 있다는 점을 확인하였다. 둘째, 델파이조사 및 설문조사 결과, 우리나라 학제가 학제의 적합성 판단 준거에 근거할 때 대체로 적합하다고 보기 어려우며 이를 개선하기 위하여 학제 자체의 변화보다는 운영의 경직성 해소가 필요하다는 점이 도출되었다. 논의 및 결론: 연구 결과를 바탕으로 본 연구에서는 공교육의 질을 향상시키기 위한 초‧중등 학제의 개선 방향으로 학제의 운영과 관련하여 학교급별 교육과정 이수 기준을 명료화하고 그에 근거하여 교육의 평등성과 수월성의 확보 방향, 인간 발달 및 사회체제에의 적합성의 확보 방향, 국제적 통용가능성 및 미래지향성의 확보 방향, 연계성과 유연성의 확보 방향, 융통성과 포용성의 확보 방향, 효율성의 확보 방안을 마련해야 한다는 점을 제안하였다.

Purpose: The purpose of this study was to explore the appropriateness of the national level primary and secondary school system as a means to prepare the appropriateness of the national level curriculum completion period. Method: To achieve the purpose, delphi investigation, survey and literature research were conducted. Results: As a result of this research, first, comparing with the foreign school system, the Korea education system was applied generally to other countries. Moreover, Delphi investigation and survey results showed that the Korean school system was inappropriate based on the criteria for judging the suitability of the school system, and in order to improve it, it is necessary to resolve the rigidity of operation rather than change of the school system itself. Conclusion: This paper underlined three suggestions, first, the standards for the completion of the curriculum should be clarified in relation to the operation of the school system in the direction of improving system for developing quality of public education. Second, as a plan for improvement, it is necessary to prepare various securement plans, such as in equality and excellence of education field, the appropriateness for human development and social system field, the international applicability and future orientation field, the connection and flexibility field, the flexibility and inclusion field, and the efficiency field. Lastly, the standard of completion of the curriculum should be used as a basis for solving the rigidity of the school system in Korea and recognizing diversity, and furthermore, as a standard for providing sufficient educational opportunities in public education.
