경기도직업재활시설인증지표 개발에 관한 연구

A study on Certification Index Development for Vocational Rehabilitation Facilities in Gyeonggi Province

본 연구의 목적은 경기도의 특성을 고려한 직업재활시설의 운영 및 서비스질의 향상을 위한 직업재활시설인증지표를 개발하는 것이다. 이는 어느 직업재활시설이 어느 정도 잘하고 못하고 있느냐의 판단이 아닌 직업재활시설이라면 기본적으로 갖추어야 할 기준을 제시함으로써 시설운영의 효율성과 공적 책무성을 확보하고자 하는 것이다. 연구방법으로는 문헌연구, 전문가집단의 FGI, 자문회의, 델파이 및 AHP등의 연구방법을 활용하였다. 직업재활시설의 인증지표는 크게 대영역, 중영역, 인증지표로 도출되었다. 대영역은 9개의 중영역을 포함한 경영영역과 6개의 서비스공통영역과 2개의 서비스 종별 특수영역등 중영역 8개를 포함하는 서비스 영역으로 구성되었다. 직업재활시설의 인증지표는 2개의 대영역, 17개의 중영역, 163개의 인증지표가 도출되었다. 연구결과를 토대로 인증기관 설립의 필요성, 인증의 의무제도입, 인증기관의 인센티브의 필요성, 인증제를 통한 시설직원들의 교육훈련등을 제언하였다.

The purpose of this study is to develop a certification index in order to operate vocational rehabilitation facilities focused on the application of a certification system based on the industrial characteristics of Gyeonggi Province, and to improve service quality. It is designed to judge whether or not vocational rehabilitation facilities are performing their work well and to secure the efficiency of facility operation and public obligation by providing standards which vocational rehabilitation facilities should maintain. Methods such as research on documentary records, expert group FGI, advisory meetings, and Delphi and AHP Techniques, were applied to the study. The certification index for vocational rehabilitation facilities that was derived from the results is composed of big realm, middle realm and certification standards. The big realm consists of a management realm including 9 middle realms, and a service realm including 8 middle realms, such as 2 common service realms and 2 special realms based on the kinds of service. One hundred and sixty-three certification indexes for vocational rehabilitation were derived from these two big realms and seventeen middle realms. On the basis of the study results, the researcher has proposed the necessity of establishing a certification institution, the introduction of a compulsory certification system, the necessity of incentives for certification institutions, and education and training for employees at facilities through the certification system.
