장애유형별 특화훈련 효과분석

Analysis on the Effect of Specialized Vocational Training by Type of Disability

본 연구는 중증장애인 중심의 직업능력개발훈련에 있어 장애유형별 특화훈련의 효과를 분석하기 위한 연구다. 장애유형별 특화훈련의 효과를 분석하기 위해 장애유형별 특화훈련을 받은 장애인의 취업가능성&#8231;임금&#8231;고용유지를 확인 하였다. 본 연구의 조사대상은 한국장애인고용촉진공단 산하 5개 직업능력개발센터에서 2005년부터 2007년까지 훈련을 받은 수료생을 모집단으로 하며, 분석자료는 고용정보시스템 학사관리 데이터를 활용하였다. 장애유형별 특화훈련을 받고 수료한 대상자가 연구집단이며 비교집단은 장애유형별 특화훈련과 동일 유형의 장애인 중 특화훈련이 아닌 일반 훈련을 받고 수료한 대상자다. 대상인원은 연구집단 227명, 비교집단 353명 총580명이다. 연구대상 장애유형은 시각장애, 청각장애, 뇌병변장애, 정신장애이다. 연구결과 취업가능성은 특화훈련 수료자가 일반훈련 수료자보다 .889 (p<.05) 높게 나타났고, 임금효과는 특화훈련 수료자가 일반훈련 수료자보다 한 단위 증가할 때마다 .117(1.12만원)씩 증가하는 것으로 나타났으며, 근속유지기간은 두 비교집단간 유의미한 결과가 나타나지 않았다.

The purpose of this study is to analyze the effect of specialized vocational training conducted by the Vocational Competency Development Center of Korea Employment Promotion Agency for the Disabled(KEPAD). The specialized vocational training is divided according to the type of disability - visual, hearing, cerebral palsy, and mental illness. Specialized vocational training is a training system designed to meet the needs of the specific disability such as training instruments, methods, trainers and facilities. Success rate of attaining jobs after training, average wage, and retention period were used as indicators on analyzing the training effect. Regression analysis was used to verify the training effect. The results of the study showed that people with disability who participated in the specialized vocational training had a better chance of gaining employment, receiving higher wages, and staying longer with their jobs than people who participated in regular training. This illustrates that specialized vocational training is effective. Based on the results, specialized vocational training need to be increased and professional support system should be implemented.
