산재장애인의 직업복귀에 관하여 근로복지공단에서는 2002년부터 매년 신규로 장해등급을 판정받은 산재장애인 전체를 대상으로 요양종결 후의 직업복귀 실태 조사를 실시하여 산재장해인의 직업복귀 여부를 조사 관리하여 오고 있으며, 실제로 산재장해인 직업복귀율은 2002년 40%에서 2008년 53.7%로 매년 상승하고 있는 추세이다. 이에 따라 산재장해인의 직업복귀율에 관하여 양적 확대 이면의 질적인 고용현황 관리에 대한 논의가 필요한 시기로서, ILO(International Labor Organization) 기준 및 통계청 ‘경제활동인구조사’ 기준을 중심으로 경제활동인구의 개념, 근로시간, 근로형태, 연령이나 집단 및 지역구분 등 조사대상의 범위, 조사기간과 조사주기, 조사의 내용 등을 살펴보았다. 본 연구에서는 직업복귀 기준 및 고용의 질적 관리 개념으로 다루어져야 할 양질의 일자리(decent work) 측면에서의 지표들을 고찰함으로써 향후 산재장애인 직업복귀 통계 정보의 질적 향상 도모와 조사결과의 정책적, 임상적 자료 제공으로서의 역할 향상에 기여하고자 한다.
Korea Workers Compensation & Welfare Service has conducted survey of injured workers return to work ratio from the year of 2002. Return to work ratio of injured workers has improved from 40% in 2002 to 53.7% in 2008. In spite of quantitative extension, discussion on the management of qualitative employment status is still necessary. This paper was to examine concept of economically active population, hours worked, types of employment, coverage of data source, reference period, periodicity of data collection around ILO(International Labor Organization) and Korea National Statical Office standard. The purpose of this paper is to improve gathering of statical information like qualitative employment indicator in terms of decent work and politicalㆍclinical reference in return to work of injured workers .
