중등단계 직업교육 규모에 대한 이해관계자의 인식 비교

A Comparative Study of Stakeholders’ Perception about Secondary Level Vocational Education Size

이 연구는 중등단계 직업교육 규모에 대하여 중등단계 직업교육 이해관계자의 인식을 분석하고, 이해관계자 간의 인식을 비교하는데 그 목적이 있다. 중등단계 직업교육 이해관계자들의 중등단계 직업교육 규모에 대한 인식을 확인함으로써 중등단계 직업교육 규모에 대한 정책적 방향을 설정하는 데 시사점을 제공할 수 있을 것이다. 조사연구를 통해 중등단계 직업교육에 대한 이해관계자라 할 수 있는 시·도 교육청의 직업교육 담당자, 직업계고등학교의 교장 및 교감, 취업담당부장교사, 학교 연계 산업체의 인사담당자, 중학교 진로진학상담교사의 인식을 비교 분석하였다.설문은 총 7문항으로 구성되었으며, 분석에는 빈도, 백분율, 평균, 표준편차, 교차분석, F검정을 실시하였다. 연구 결과 첫째, 중등단계 직업교육 이해관계자들은 인구변화를 고려할 경우, 인구와 중등단계 직업교육 규모는 동등하게 감소할 것이라 인식하지만, 현재의 중등단계 직업교육 학교 수 및 학생 수는 적정한 수준보다 부족하다고 인식하고 있었다. 둘째, 모든 이해관계자 집단이 중등단계 직업교육에 대한 산업수요에 대해 현재 수준을 유지하는 것에 약간 못 미치는 수준의 수요가 있을 것으로 인식하고 있으며, 공업계열에 대한 확대가 필요하다는 의견이 가장 많이 나타났다. 셋째, 중등단계 직업교육 규모의 바람직한 개편 방향에 있어 모든 집단에서 중등단계 직업교육 규모를 현재 수준으로 유지하고 일반계고 규모는 감소해야 한다는 의견이 가장 많이 나타났다. 연구 결과를 토대로, 향후 중등단계 직업교육 규모 정책 수립에 있어 학령인구 변화, 산업계 고졸인력 수요 등 객관적 지표에 근거하여 중등단계 직업교육 규모를 추정하여 개편 방향을 마련하는 동시에 현재의 규모를 유지하고자 하는 현장 이해관계자의 의견을 고려하여 개편 방향을 설정할 필요가 있을 것이다.

The purpose of this study was to analyze of stakeholders’ perception about the number of the secondary level vocational education institution, and to compare their perception. Through this study, researchers wanted to contribute to the making of policy regarding the size of secondary level vocational education institution. This study surveyed manager of vocational education department of provincial education offices, and principals, viceprincipals, and teachers in employment department of vocational high schools and meister high schools, representatives of HRD of the industries linked with vocational schools, and career teachers of middle schools. Survey consisted of 7 questions. Frequency analysis, cross analysis, χ²-test, and F-test were executed. From the finding, first, given the scale of demographic change, stakeholders cognized secondary level vocational education size would be reduced, however, they agnized current number of secondary level vocational schools and students are less than sufficient size. So researchers found that the stakeholders considered other factors are affecting the secondary level vocational education size. Second, all stakeholder groups recognized secondary level industrial demand is less than actual. Third, all response groups appreciated desirable direction, that vocational education institution size be maintained and general education institution size be bated. Based on the results of this study, change in the student population, high school diploma manpower demand of industries as well as stakeholders’ opinions should be reflected in policy establishment.
