The propose of this study was to defined the variables that affect the elementary children s level of information and communication technology. There are 400 survey questionnaires distributed among elementary school children and 388 questionnaires were returned. Among the returned questionnaires, 320 questionnaires containing meaningful answers were used for analysis. This study used SPSSWIN program to process the statistics. The statistical methods used in this study is frequency, descriptive analysis, validation of reliability and ANOVA at the 0.05 level of significance. This study comes to the following conclusion after analyzing the surveys. The ability of the students from the cities is higher than those from the country. By region, students in the urban regions have higher ability than those in rural regions. By gender, male students presented higher ability than female students. Students who demonstrated high level of achievement in academia or those who have proven computer capability in general exhibited a higher level of ability for information and communication. The better the students personal information environment, the higher their ability for information and communication was. Students who received continuing education outside of schools have higher ability for information and communication.
