The purpose of this study was to analyze preceding research on the concepts and content elements of technological literacy. For the purpose of this study, the behavioral characteristics, contents, levels, dimensions and elements of technological literacy were analyzed. The result of this study was as follows. Firstly, the concepts of technological literacy were stated in the various perspectives. However, what was emphasized by precedent researchers was doing technology is far more significant than knowing and understanding technology. Secondly, the level of technological literacy was discussed at citizen level overall and analyzed at elementary, middle and high school levels. The steps of technological literacy were analyzed into awareness or understanding, exploration, using or application, controlling. Thirdly, the area of technological literacy was analyzed into three dimensions which are technological knowledge, technological attitude and technological activity. The elements of technological literacy were presented by the table which includes these dimensions.
