이 연구는 지식재산 인적자원개발을 위한 발명ㆍ특허 특성화고의 학교 운영 계획수립 및 추진 방안을 제안하기 위하여 수행되었다. 연구 방법은 관련 문헌 분석과 특허청이 정부위탁에 의한 특성화고 지원 사업 대상 기관으로 선정한 학교가 제출한 발명ㆍ특허 특성화고 운영 계획을 질적으로 분석한 후 전문가 및 자문진 협의회, 그리고 세미나를 통한 토론자의 검토와 의견을 반영하였다. 연구의 결과로 제시된 발명ㆍ특허 특성화고의 운영 방안은 다음과 같다. 첫째, 발명ㆍ특허 특성화고 유형을 ‘일반전공 중심 학교특성화(유형 A)’, ‘발명ㆍ특허 중심 학과 특성화(유형 B)’, ‘발명ㆍ특허 중심 학교 특성화(유형 C)’의 3가지로 구분하였다. 둘째, 발명ㆍ특허 특성화고 교육 목표로서 ‘해당 산업기술 분야에서 요구되는 창의력과 전문성 있는 지식재산 인력 양성’을 상위 목표로 설정하였다. 그 밖에 교육과정 개발 및 운영, 교과 외 프로그램 개발 및 운영, 신입생 선발, 진로 경로, 교사 연수, 산학 연계, 예산 편성, 성과 지표의 순으로 운영 방안을 제시하였다.
This study aims at suggesting the ways of operation of high schools that specialize in invention and patents for development of human resources and intellectual property. The research performed documentary analysis and quality analysis of operation plans submitted by specialized high schools for invention and patents selected by the Korean Intellectual Property Office. And also it reflected the opinions and reviews of professionals, consulting committees, and seminars. The operation methods presented by the research results are as follows: First, the types of specialized high schools for invention and patents are divided into three: 1. Type A: Specialization of General Major Centered Course, 2. Type B: Specialization of Invention and Patent Centered Course,’ and 3. Type C: Specialization of Invention and Patent Centered Schools. Second, for the educational aims of specialized high schools for invention and patents, creativity was required for the specific industrial fields and the education of professionals for intellectual property were selected as top priorities. Also, other ways of the operation were presented: development and operation of curriculum, development of extra-curriculum, recruiting students, job education, teachers’ training, inter-connection of schools and companies, budget increase, and performance index.
