KWCAG 기반의 장애인 웹 접근성 향상에 관한 연구

A Study on the improvement the web accessibility for handicapped people based on KWCAG

최근 우리사회가 직면하고 있는 문제 가운데 하나가 바로 고령인구와 장애인구의 증가라고 할 수 있다. 그러나 이러한 고령인구 및 장애인구를 위한 웹 접근성(Web Accessibility)이 고려되지 않은 결과로 정보격차(Digital Divide) 현상이 점차 심각하게 나타나고 있다. 본 연구의 목표는 웹 접근성 을 향상 시킬 수 있는 웹 문서 제작 방법을 제시함으로써 정보격차 해소에 기여하고, 특수 계층의 웹 접근권을 보장받을 수 있도록 하는데 있다. 따라서 본 논문에서는 위와 같은 특수 계층을 위한 국내 외 웹 접근성 향상 방안의 실태를 비교하고, 국내의 ‘한국 웹 콘텐츠 접근성 지침 (KWCAG: Korea Web Content Accessibility Guideline 1.0)’을 기반으로 새로운 웹 문서 제작 기법을 제시하였다. 또한 제시한 방법을 통해 구축된 웹 사이트와 특수 계층에게도 반드시 필요한 국내 공공기관의 웹 사이트를 비교 분석함으로써 웹 접근성 향상 방안에 대한 성능 평가를 수행하였다.

One of the problems that our society faces is the increase of old and handicapped people. But as they haven t considered the web accessibility for the old and handicapped people, the digital divide has become more serious. The goal of this paper is to suggest the web document manufacturing method to improve the web accessibility. It may reduce the problem of digital divide and guarantee some particular people the web accessibility. So this paper analyzes the status of web accessibility improvement for particular groups of people in and outside Korea and suggests a new web documents manufacturing technique based on KWCAG 1.0(Korea Web Content Accessibility Guideline 1.0). It performed the performance estimation of the web accessibility improvement by comparing and analyzing the existing web sites that are established with the suggested method and the web sites of public institutes of Korea.
