지원고용프로그램의 실태 및 문제점 분석연구 - 지원고용전문가 인식조사를 중심으로 -

A Study on the Analysis of the Actual Condition and Problems of Supported Employment Program

본 연구는 국내에서 시행되고 있는 지원고용의 실태와 문제점을 파악하고 이를 바탕으로 지원고용 프로그램의 개선방향을 제시하기 위해 진행됐다. 이를 위해 국내외 문헌 검토와 지원고용전문가를 대상으로 한 설문조사를 실시하였다. 조사 결과 전문가들은 비교적 지원고용의 원칙과 절차를 정확히 이해하고 이를 현장에서 제대로 실천하고 있다고 인식하는 것으로 조사됐다. 다만 직무개발을 위한 지역사회 자원과의 네트워크 형성, 체계적인 직업정보 DB구축, 직업현장에서의 직무조정 활동, 장애인과 직무의 매칭, 지속적인 장애인 평가, 사업체 방문을 통한 정기적 사후관리 등의 세부 활동이 다소 미흡해 보완이 필요한 것으로 조사됐다. 또한 응답자의 소속기관별 인식차이를 분석한 결과, 직업 재활센터에 소속된 응답자가 공단 지사에 소속된 응답자에 비해 지원고용 세부 활동 중 직업평가를 제외한 모든 과정에서 보다 전문적이고 적극적으로 지원고용사업을 전개하고 있다고 인식하는 것으로 나타났다. 앞으로 국내 지원고용 프로그램의 성공적 안착을 위해서는 사업체 개발 및 관리에 강점을 갖고 있는 공단과 장애인의 사례관리 및 지역밀착형 직접서비스에 강점을 갖고 있는 직업재활센터 간 의 역할 분담 및 효과적인 연계방안이 모색되어야 할 것이다.

This study focuses on the actual condition and problems of the current vocational rehabilitation and employment service program for people with severe disabilities. on which the supported employment program will be improved to provide higher quality service to them. For this goal, I have reviewed related research papers domestic and abroad and surveyed 100 professionals in the field of the current supported employment program who work in 13 local branches of KEPAD and 37 vocational rehabilitation centers of Social Welfare for Disabled People. According to the survey of professionals. domestic supported employment specialists are fully well aware of the principles and procedures of the supported employment program held by KEPAD and vocational rehabilitation centers. However. in order to stimulate more participation of the program by the severely handicapped people. we need to compensate such unsatisfactory points raised in this research as networking with the communities. systematic data base set-up. job accommodation. appropriate job matching supervision. regular follow-up visit of the work place. As shown in the survey. in general the program is well managed. in compare to vocational rehabilitation centers. the branches of KEPAD need more improvements in every aspects except vocational evaluation. Based on the survey. these two institutions need to analyze its own advantages and disadvantages and to focus on its advantages to play more reliable roles in support people with severe disabilities accordingly.
