장애인생산품인증제 도입방안에 관한 연구

The Study for Introduction of Quality Certification Policy for Products by Individuals with a Severe Disabilities

본 연구는 장애인생산품이나 서비스, 생산시설에 대한 신뢰성을 확보하고 구매자의 품질요구에 대응하기 위한 방법의 하나로 인증제도 도입과 실행을 위한 구체적인 방안을 개발하기 위한 연구로서 연구결과를 통해 나타난 결론과 정책적 방안을 요약하면 다음과 같다. 먼저, 품질인증제도 도입의 정책기본방향은 우선구매제도에 따른 장애인생산품의 경쟁력 및 신뢰성 제고와 불특정 구매자들에게, 장애인생산품임을 보증하기 위한 것이며, 둘째, 인증형식은 우선 장애인생산품 우선구매나 생산품의 생산자가 중증장애인임을 보증하는 인증제도이기 때문에 제2자 인증형식을 적용하고 제3자 인증에 의해 인증을 받는 생산품은 생산자가 중증장애인임을 확인하는 1차 심사만으로 본 인증제도의 인증을 받은 것으로 인정하는 형식이 적용되어야 하며, 셋째, 인증대상은 우선적으로는 장애인복지법의 우선 구매 적용품목을 대상으로 하며 인증제도 도입과 함께 법ㆍ제도적 조치가 보완되거나 장애인복지시설 이나 장애인복지단체가 요청할 경우 생산하는 모든 생산품이나 서비스로 확대해야 한다. 넷째, 인증과 정은 초기인증과 인증의 연장을 위한 과정으로 구분되며 인증과정은 신청 → 1차 심사(요건 및 서류 심사) → 2차 심사(현장심사 : 시설 및 제품심사) → 심사위원회 심의 → 인증서 발급으로 이루어지며, 심사기준은 1차 심사는 요건 및 서류심사, 2차 심사기준은 생산품의 유형에 따라 차이가 있으나 총체적 품질인증이 될 수 있도록 한다. 다섯째, 인증기관은 조달청이 지정하는 기관과 우선구매조정단체가 협력하는 방안이 바람직하며, 여섯째, 인증기간의 유효기간은 1년으로 하며 인증시 혜택은 정책 자금의 융자와 지원, 조달청 우선구매, 각종 국내, 외 전시회 참여시 지원 및 우선 혜택, 신용보증기관 심사시 우대, 전용판매장 설치지원, 각종 홍보마케팅지원, 우수조달물품의 지정 등이 이루어지도록 한다. 마지막으로 인증제도를 효율적으로 수행하기 위해서는 인증제도의 필요성과 과정, 인증기관, 혜 택 등은 장애인복지법 시행령이나 장애인복지법, 새로운 법령에 규정될 필요가 있다.

The publication of the ISO 9000 series of quality management and quality assurance standards in 1987, many nations of the world wished to establish the relevance of these standards to productions. In the industry society, quality management is not only the core of competitiveness but also the basic factors and strategic variable to gain market share and enhance profitability. Nevertheless in Korea, we don t have rigorous discussions of the quality of products produces by individual with a severe disabilities. even if the unique attributes of the social-cultural background is considered. Thus. the purpose of this study to suggest the policy direction and action plan of quality certification program for products produces by individual with a severe disabilities. For these purpose, this papers analyzed international quality management and quality assurance criteria, JWOD certification system of America and the national certification system such as government and local. The result of this study cab be summarized as the following: First, the basic direction the quality certification program for products produces by individual with a severe disabilities can be enhance the quality competitiveness of products and give consumers more credibility for the market and invigorate the government and local contracts. Second. to be specified ai the law encouraging quality certification system and supporting related activities. Third. to suggest specific action plan for the object of evaluation and certification. process of quality, certification mark and authority, waiting period etc.
