장애인직업재활시설의 평가： 문제와 개선 방안

Evaluation of Vocational Rehabilitation Facilities for People with Disabilities： Issues and Reform Measures

장애인직업재활시설에 대한 평가는 2000년에 이어 2001년에 수행하여 평가 대상인 전체 장애인직업재활시설에 대한 평가를 1차 마무리하였다. 장애인직업재활시설 평가는 직업재활시설의 수준을 높이는데 있어서 중요한 역할을 한다는 것을 보여 주었다. 본 연구에서는 장애인직업재활시설 평가를 개선하기 위해 다음과 같이 제안하였다. 첫째, 프로그램 실시횟수나 실시시간, 프로그램의 내용을 평가하도록 평가기준을 정교 화한다. 둘째, 평가지표를 생산성 중심의 시설과 사회복지서비스 중심의 시설 두 가지로 나누어 평가지표를 따로 개발한다. 셋째, 상설평가원을 설립하여 평가에 대한 신뢰도를 높인다. 넷째, 평가 결과에 대해 적절한 동기부여가 이루어지도록 한다. 이를 위해 정부가 장애인직업재활시설들에게 성공적인 운영을 할 수 있는 기회를 제공해야 한다.

Evaluations of Vocational Rehabilitation Facilities for People with Disabilities were carried out in 2000 and 2001 for the first round. The evaluations played an important role in improving the quality of the services provided by the facilities. This study suggests these measures in order to improve the evaluations of Vocational Rehabilitation Facilities for People with Disabilities. First. elaborate evaluative standards counting number and hours of sessions in a program to evaluate it. Second. develop two different evaluative indexes: one for production-oriented facilities and one for social services-oriented facilities. Third. set up a permanent institution for evaluation of Vocational Rehabilitation Facilities. Fourth. motivate the facilities with proper rewards. The governments have to provide Vocational Rehabilitation Facilities for People with Disabilities with opportunities for successful managements.
