학생수 감소 사회현상 및 학교환경 변화에 대응하는 학교시설 복합화의 동향과 일본 사례조사연구

A Study on the Trends and the Japanese Cases on the School Complex Facilities in Response to the Decreasing Number of Students and School Environment’s Changes

국가 재정의 절약 및 효율적 활용 목적과 학생수 감소 및 사회적 현상에 따른 학교환경의 변화 등으로, 공공시설의 확충에서 학교시설과의 복합화를 통한 활용 정책이 적극적으로 추진되고 있는 배경에서, 최근까지의 우리나라 학교시설 복합화와 관련된 연구동향과 한국과 일본의 사례를 고찰하였다. 학교시설 복합화와 관련된 연구 분야 측면에서, 교육통계와 연동된 학교시설 통합 정보를 현재의 현황과 변화 추이를 확인할 수 있는 연구, 학교시설의 신·증축 계획 수립단계에서 데이터 기반의 객관적이고 실증적인 연구 등이 활성화되어야 할 것이다. 학교시설 복합화의 정책 추진과 제도 개선 측면에서, 크게 ‘신설 학교 수요의 대상’과 ‘기존 학교내 활용가능한 교실을 활용한 재구조화 대상’,에 대응하는 이원적, 효율적 복합화 정책을 추진해야 한다. 또한, 국가적·사회적으로 신속하고 효율적인 추진이 요구된다면 종합적으로 공공시설과 학교시설 복합화를 연계하는 특별법의 제정과 종합시스템을 구축하는 것이 요구된다고 사료된다.

Recently, due to the purpose of saving and efficient use of national finances, decreasing the number of students, and changing school environment from social phenomena, policies for the use of public facilities through school facilities complex have been actively implemented. In terms of research area related to the complex of school facilities, a study is needed to identify the current status and change trends of school facilities combined with educational statistics. And data-based objective and empirical research are needed at the stage of planning. In terms of policy implementation and system improvement of school facilities, dual and efficient policies should be implemented in response to ‘the target of new school demand’ and ‘the target of reconfiguration using unused classrooms in schools’. If rapid and efficient promotion is required nationally and socially, it is also believed that the establishment of a comprehensive system and the enactment of special law linking public and school facilities comprehensively is required.
