서울시 노숙인 지원 서비스 발전과정 및 정책 과제

Development Process and Policy Tasks of Homeless Assistance Service in Seoul

본 연구의 목적은 서울특별시의 노숙인 지원 서비스의 발전과정을 분석하고 노숙인의 주거복지와 자립지원을 통해 노숙 문제를 해결하기 위해 필요한 정책 과제를 도출하는 데 있다. 먼저 서울시 노숙인 지원 서비스의 발전과정은 다음과 같이 4단계로 구분하였다. 서울시 노숙인 지원 서비스는 응급구호기(1998년∼1999년), 자활사업 추진기(2000년∼2005년), 제도화 추진기(2005년∼2011년), 제도화 발전기(2012년 이후)로 나눌 수 있다. 또한 서울시 노숙인복지정책의 방향은 노숙인 복지 및 사회복귀 지원으로, 주거지원정책, 근로지원정책, 의료지원정책, 응급지원 등 기타로 나누어 추진되고 있다. 한편, 서울시 노숙인 지원 서비스의 발전과제로는 노숙인복지정책의 주거복지 패러다임 강화, 지역사회 내 연속적 보호체계 구축, 노숙인 인권 강화를 제시하였다. 이러한 발전과정의 특성으로 임시 구호활동에서 제도화 및 체계화 지향으로, 쉼터 중심의 지원에서 다양한 주거지원사업 운영으로, 단편적 현장지원에서 통합적 현장지원으로, 사후대책 중심에서 사전예방 강화로, 거리노숙인 위주에서 주거취약계층에 대한 관심으로 변화함으로써 양적·질적 발전을 이루었다고 분석할 수 있다.

The purpose of this paper is to draw policy tasks to resolve the homeless problem for the residential welfare and self-reliance support of homeless people in Seoul Metropolitan City. First, there are four development processes of homeless assistance service in Seoul: 1) period of emergency aid(1998-1999), 2) period of drive of self-reliance program(2000-2005), 3) period of drive of institutionalization(2005-2011), 4) period of development of institutionalization(2012-present). Second, the homeless welfare policy in Seoul focuses the welfare and self-reliance support for the homeless. The homeless welfare policy in Seoul includes residential support, work and employment support, medical support and emergency support. Third, the development tasks of homeless assistance service in Seoul are the reinforcement of residential welfare paradigm, the establishment of continuous care system in community and safeguard for human rights of homeless people. This paper presents the quantitative and qualitative development of homeless assistance service by shifting from emergency aid to institutionalization and system, from shelter-centered assistance to various housing assistance program, from fragmentary to integrated on-the-spot assistance, from countermeasure to advanced prevention, and from street homeless people to residential vulnerable people as characteristics of development process.
