Background and Conclusion of the Baekje Culture Development Project in the 1970s

본 논문에서는 1970년대 박정희 정부의 백제고도개발사업이 추진된 배경과 그 특징 및 귀결에 대해서 다루었다. 박정희 정부가 백제고도권 개발을 위해 계획을 마련하기 시작한 것은 1975년의 일이다. 그 해에 정부는 ‘부여‧ 공주 관광개발 계획서 초안’을 만들었는데, 그 내용의 대부분이 백제 관련 문화유적 주변 정리와 주차 설비 완비 등에 집중되어 있었다. 당시 백제 문화에 대한은 관심은 당시 사람들이 백제 역사를 다소 부정적으로 인식하는 경향과 관련이 있었다. 백제가 신라에 의해 패망한 나라라는 인식이 강해 경주고도개발사업과 같은 대규모 개발에 나설 동력이 떨어졌던 것이다. 1970년대 말에 접어들어 백제 문화권을 개발해야 한다는 주장이 나오면서 당국은은 백제문화권에 대한 대대적인 학술조사 시행 의지를 내보였다. 그 결과 당국은 1978년에 백제고도문화권정비계획을 세웠는데, 이 계획안에는 서울, 공주, 부여, 익산 지역의 문화재를 대대적으로 발굴하고 문화유적 구역 내에 있는 민가를 철거한다는 등의 내용이 담겨 있었다. 이 계획안이 나올 무렵 학계에서는 경주고도개발사업이 지나치게 관광시설이나 도시계획을 앞세우는 경향이 있었다는 비판이 제기되었다. 이러한 의견이 반영된 결과 백제고도개발사업은 주로 발굴조사를 위주로 한 방향으로 이루어지게 되었다.

It was in 1975 that the Park Chung-Hee government began to plan for the Baekje cultural District development. In that year, the government produced a draft of the Buyeo and Gongju Tourism Development Plan, most of which was concentrated on the arrangement of Baekje-related cultural sites and parking facilities. At that time, interest in Baekje culture was low. It was because Baekje was recognized as a country that was defeated by Silla-dynasty. In the late 1970s, with the claim that the Baekje culture should be developed, the authorities expressed their willingness to conduct extensive academic research on the Baekje culture. As a result, the government established the Baekje Cultural Rights Improvement Plan in 1978. The plan included the exploration of cultural assets in Seoul, Gongju, Buyeo, and Iksan areas and the removal of private houses in cultural heritage areas. At the time of this proposal, academics criticized that Gyeongju Advanced Development Project tended to put too much emphasis on tourism facilities and urban planning. As a result of these opinions, the Baekje Development Project was mainly focused on excavation.
