점자 전문 인력 자격제도 발전 방안

The Plans to Develop a Qualification System of Professional Braille Transcribers and Proofreaders

본 연구는 점자 전문 인력 자격제도 발전 방안을 모색하는 데 목적이 있다. 우리나라 점자 전문 인력 자격제도의 현황을 점역ㆍ교정사 자격제도의 운영 및 관리, 관련 법률 조항으로 나누어 살펴보았다. 현황에서 나온 문제점에 대하여 점자 전문 인력 발전 방안을 다음과 같이 제시하였다. 첫째, 자격평가 내용이나 실무능력 빈약에 대한 문제점을 개선하고 함양하기 위하여 자격종목을 재설계하는 방안이다. 즉 자격을 세분화하거나 운영방식의 변경 및 실무연수의 신설을 들 수 있다. 둘째, 자격위상 제고나 관련법 및 소관부처의 명확화, 자격 우대 등의 문제점의 발전 방안으로 자격의 위상강화를 제시하였다. 구체적으로는 국가자격 전환이나 우대제도 도입의 방안을 포함하였다. 이러한 방안에 대한 검토를 후속 연구로 제시하였다.

The purpose of this study is to draw up plans to develop a qualification system of professional braille transcribers and proofreaders. This study analyzed the current qualification system in the aspects of qualification system management and related laws. Based on the analysis, this study proposed two plans to develop the qualification system. First, the qualification subjects should be reorganized because the current qualification system does not fully reflect practical contents and skills. The specific plans can include specifying types of qualification, changing the way to manage the qualification, and providing practice training. Second, to enhance the qualification s status, it should be considered to make the qualification national or to give preferential treatment. This is because the current system needs to increase the qualification s status and to clarify laws and government departments concerned. This study suggested examining these plans as further study.
