제주 예멘 난민신청과 갈등적 난민담론

Yemenis’ Asylum Application in Jeju and Discourse of Refugees

제주도에 입국한 예멘 난민신청자들은 왜 국민적 관심이 되었는가? 난민수용을 둘러싼 갈등적 난민담론이 한국사회와 세계시민교육에 시사하는 바는 무엇인가? 이 연구는 제주의 예멘 난민신청 관련 담론은 다음과 같이 네 가지 특징을 가지고 있다고 주장한다. 첫째, 난민의 문제와 난민문제가 구분되지 않고 사용되고 있다. 둘째, 난민수용을 다수결의 원칙에 의해서 결정할 수 있는 것인가라는 질문이 제기되고 있다. 셋째, 난민문제가 국내정치 요인에 의해 정치화되고 안보화되고 있다. 넷째, 난민문제를 제도의 문제로만 인식하고 문제를 제도적으로 보완하려는 접근이 주목을 받고 있다. 예멘 난민신청자와 이슬람에 대한 몰이해와 부족한 정보, 가짜뉴스 등이 난민수용에 부정적인 영향을 미치고 있다. 이 연구는 이러한 문제를 해결하기 위해 소수 약자의 보호라는 차원에서 정치적 의지가 필요하며 문명사적 차원에서 다른 문화를 이해하기 위한 시도가 필요함을 보여주고 있다.

Why have Yemeni asylum-seekers in Jeju received much attention in the Korean society? What implications can be drawn for global citizenship education? This study analyzes discourse of refugees in four aspects. First, problems of refugees and refugee problems have been used in the discourse without distinction. Second, it is contending whether refugees should be accepted based on the majority rule. Third, refugee problems become politicized and securitized due to domestic politics. Fourth, institutional change has been considered a solution to refugee problem because people believe that visa waiver program is an important pulling factor. This study demonstrates that both political will and civilized thinking are necessary conditions for the protection of minority, the development of our understanding of cultural difference and the enhancement of global citizenship education.
