유휴교실 실태 및 공간 활용에 대한 이해관계자의 인식 분석: 경기도교육청 사례를 중심으로

Idle Classroom Status and An Analysis of Stakeholders Perception on the Utilization of Space: Based on the case of Gyeonggi-do Office of Education

본 연구의 목적은 경기도교육청 관내 학교의 유휴교실 실태를 조사하고 이해관계자인 학생, 학부모, 교원들의 유휴교실 활용에 대한 인식의 차이를 분석하는 것이다. 아울러 조사결과를 바탕으로 유휴교실 활용 정책에 대한 제언을 제공하는 것이다. 연구 목적을 위해 문헌조사와 전문가 인터뷰를 실시하였다. 경기도 관내 전체 학교를 대상으로 유휴교실 실태조사를 실시하고, 조사결과를 바탕으로 유휴교실 활용을 둘러싼 이해당사자 간의 인식차이를 분석하였다. 조사결과 학생, 교원, 학부모 모두 교수학습 보조․지원을 위한 공간으로 활용해야 한다는 의견이 공통적으로 높게 나타났다. 다만 관리․행정 공간에 대한 요구는 교원, 학생, 학부모 순으로 높게 나타났고, 학부모․지역사회 개방공간으로 활용에 대한 요구는 학부모, 교원, 학생 순으로 나타났다. 이러한 연구 결과를 바탕으로 향후 유휴교실 활용을 위한 정책을 수립하고 집행함에 있어 유휴교실의 개념을 명확하게 하여 조사 상에서 발생할 수 있는 오류 가능성을 최소화, 다양한 이해당사자들의 요구를 정책과정에 반영하는 노력, 유휴교실 활용 시 학교의 고유 기능인 학생을 위한 교육적 목적 고려 등을 제언하였다.

The purpose of this study is to investigate the status of idle classrooms at schools within the Gyeonggi Provincial Office of Education. In addition, it analyzes the differences in perceptions of students, parents, and teachers who are interested in using idle classrooms. A literature survey and expert interview were conducted for research purposes. A survey was conducted on all schools in Gyeonggi-do. Based on the results of the survey, the difference in perception among interested parties surrounding the use of idle classrooms was analyzed. According to the survey, students, teachers and parents all agree that space should be used as a space for teaching aids and support. However, the demand for administrative space was high in the order of teachers, students, and parents. The demand for the use of the space as an open space for parents and local communities came in the order of parents, teachers and students. These findings of idle classrooms of concept, based on the policy process, the needs of stakeholders should be reflected in the proposal for consideration for educational purposes.
