교육서비스컨설팅은 교육혁신을 위한 새로운 길이 될 수 있는가?

Can Education Service Consulting Open a New Way for Educational Innovation?

우리나라 교육 및 훈련의 역사를 뒤돌아 볼 때, 끊임없이 교육혁신에 대한 관심과 요구가 이어져 왔지만 요즘과 같이 초중등교육, 대학교육, 기업교육, 군교육 등 모든 영역에서 새로운 패러다임을 요구하는 경우는 흔치 않았다. 교육혁신을 위해 학습자, 교육방법, 전달 매체, 교육과정, 교육정책 등 다양한 시스템 영역에서의 개별적인 변화를 요구해 왔으나, 생태학적이고 통합적이며 체제적인 접근의 부족이라는 한계로 인해 근본적인 교육문제 해결에는 어려움이 항상 존재해 왔다. 이 논문은 교육문제의 해결을 위한 교육혁신을 추구하는 새로운 관점의 일환으로 교육서비스과학 관점을 견지하면서 그중 하나의 분야인 교육서비스컨설팅을 다룬다. 교육서비스과학에 기반한 교육서비스컨설팅은 시스템적인 사고를 통해 각 교육서비스시스템(참여자, 프로그램, 조직, 조직환경)의 개선을 목적으로 한다. 이 글에서는 교육수요자와의 공동가치창출을 중심으로 이루어지는 교육서비스 컨설팅 절차, 진단모형, 개입 등을 다룬다. 교육컨설팅서비스는 시스템적 관점, 가치창조자로서의 교육수요자 포지셔닝, 교육서비스시스템 표준과 질 통제 등을 특징으로 한 새로운 교육혁신 접근방법으로 주목받을 만한 가치가 충분할 것으로 판단된다.

Looking back at the history of Korean education and training, there have been constant interests and demands for educational innovation. However, it is not common to require a new paradigm in all areas such as elementary and secondary education, higher education, corporate education and military education. For educational innovation, there have been demanding systemic changes and learner-centered approach in various system areas such as learner, education method, educational medium, curriculum, and education policy. However, due to the limitation of not taking ecological, integrated and systemic approach and not focusing on co-creation of value with learners, fundamental problems in education have existed yet. This paper deals with education service consulting, as a new perspective to pursue educational innovation for solving those fundamental educational problems. Education service consulting which is based on educational service science, aims to improve each education service system level (participant, program, organization, organizational environment) through systematic and systemic thinking. In particular, this article provides diagnostic model, and interventions for education service consulting, centering on co-creation of values ​​with education-users. Education consulting service is worthy of remarkable value as a new educational innovation approach characterized by systemic viewpoint, positioning of educational user as a value creator, and standard & quality control of educational service.
