기후변화에 대응한 에너지빈곤 정책에 관한 비교연구 -영국, 프랑스, 스웨덴을 중심으로-

Tackling Fuel Poverty in an Era of Climate Change: A Comparative Study of the UK, France and Sweden

본 논문은 기후변화 시대의 에너지빈곤에 대한 대응전략을 비교론적 맥락에서 살펴보는 것을 목적으로 한다. 이를 위해 먼저 에너지빈곤의 개념, 발생원인 및 유형을 고찰한 후, 복지선진국, 즉 영국, 프랑스, 스웨덴의 에너지빈곤 정책에 대한 비교사례연구를 진행할 것이다. Esping-Andersen의 3가지 복지레짐의 대표적인 국가인 영국, 프랑스, 스웨덴은 서로 다른 에너지빈곤 정책 유형으로도 분류되어진다. 사례연구에서는 높은 에너지 비용, 낮은 가계소득, 취약한 에너지 효율이라는 3가지 요인이 복합적으로 작용하는 에너지빈곤의 실태와 대응방안에 대해 초점을 두고자 한다. 마지막으로 이러한 비교연구를 통해 얻은 시사점을 바탕으로 한국의 에너지빈곤에 대처하기 위한 법적 및 정책적 과제에 대해 논의할 것이다.

This paper aims to examine fuel poverty policy in a comparative perspective. For this, the concept, causes and types of fuel poverty will be examined first, followed by a comparative study of the UK, France and Sweden. These countries are selected and categorized according to Esping-Andersen’s well-known typology of welfare regimes and the classification of energy poverty policy. Particular attention will be paid to the three factors of fuel poverty (e.g. the low household income, the high cost of energy, and the poor energy efficiency of the house) in the UK, France and Sweden. Finally, the paper will discuss legal and policy challenges to deal with energy poverty in Korea, based on the implications of these comparative studies.
