The Current Status and Tasks of the Arts and Culture Education Policy of the Government of Moon Jae In : The Budget Changes and New Businesses of the Korea Arts & Culture Education Service

  • 518

The purpose of this study is to examine how the current government, which entered the second half of the ruling period, is overcoming the limitations of the previous government in the field of arts and culture education, and to find a task. The target of comparison is the annual budget change and the recent list of new projects since the establishment of the Korea Arts & Culture Education Service. As a result of analyzing the budget change of arts and culture education, the previous government increased budget every year, but the current government reduced the budget. Although many new projects have been created with a emphasis on life-cycle arts and culture education, the budget of existing projects has been reduced because the budget has not been achieved. It is questionable whether the government is willing to pursue a policy on life-cycle cultural education. The school teaching artist support project, a representative arts and culture education policy project, did not comply with government performanceism. For this reason, the government is submitting a 10% cut to the National Assembly every year. Following a gradual budget cut, the government is even talking about immediate abolition in two to three years. The government should remove the job creation project from the goal of arts and culture education. It is also an important task for the government to create a real cooperation structure in which artists participate, and to improve the treatment of artists.
