교정공무원의 정신건강 실태 분석 및 예방과 관리방안

The Analysis, Prevention and Management on the Mental Health of the Correctional officials

본 연구는 교정시설에 종사하는 교정공무원의 정신건강 실태를 분석하고, 정신건강 예방과 관리방안을 모색하는데 목적으로 두었다. 교정공무원이란 교도소, 구치소 등에서 재소자들을 관리하거나 교화 및 교정에 관련하는 업무를 담당하고 있다. 우리나라의 교정공무원은 과다한 업무와 다양한 정신적 스트레스로 고통을 받고 있다. 교정공무원들의 정신건강과 관련된 주요 요인들은 다음과 같다. 첫째, 교정공무원은 재소자 비율이 높아 업무에 대한 스트레스가 매우 높다. 둘째, 교정공무원들은 야간 교대근무와 인력부족에 따른 과중한 업무로 인한 스트레스와 재소자로부터 언어적·신체적 폭행으로 인한 정신건강 문제로 고통을 받고 있으며, 이런 스트레스는 자살로까지 이어지고 있다. 셋째, 교정공무원들은 폭력적인 범죄자들을 관리하는 직무스트레스로 직무만족도가 매우 낮다. 넷째, 교정공무원들은 직급체계상 승진의 기회 부족으로 심리적 박탈감과 상실감을 겪고 있다. 마지막으로 교정공무원들은 정책 소외와 낮은 국민적 관심으로 열악한 복지 수준에 놓여 있다. 따라서 본 연구는 교정공무원의 정신건강 예방과 관리방안을 제시하고자한다. 첫째, 정부는 교정공무원의 증원을 통해 과중한 업무를 줄여주어야 한다. 둘째, 교정공무원들이 업무 및 재소자들로부터 받는 스트레스를 줄일 수 있는 적극적인 지원 정책을 통해 신체적·정신적 건강을 지켜줄 필요가 있다. 셋째, 재소자들로부터 받는 스트레스에서 벗어날 수 있는 제도적 장치의 강화를 통해 교정공무원들은 직무만족도가 높아질 것이다. 넷째, 정부는 승진 기회의 확대를 통해 교정공무원의 사기 진작과 이를 통한 심리적 보상을 충족시켜줄 필요가 있다. 마지막으로 정부는 교정 정책과 국민적 관심을 높여야 한다. 또한 근무환경과 근무조건 개선을 통한 교정공무원의 복지를 증진시켜야 할 것이다

This study was to analyze the literature on the mental health of correctional officials and to propose prevention and management on mental health. Correctional officials are in charge of managing prisoners in prisons, guard offices and security offices, or related to education and correction. The number of correctional officials in Korea is suffering from excessive work and mental stress. The major factors related to mental health of correctional officials are as follows. First, the high proportion of prisoners compared to the correctional officials is very high on job stress. Second, they are suffering from stress due to overtime work due to night shift work and shortage of workforce, mental health problems caused by verbal and physical assault from inmates, and this stress is leading to suicide Third, correctional officials have a very low job satisfaction due to the task stress. Fourth, the lack of opportunities for promotion is suffering from psychological deprivation and loss. Finally, correctional officials are placed at a poor level of welfare due to imperfect policy and low public interest. Therefore, this study presents prevention and management of mental health on correctional officials as follows. First, the overwork should be reduced by increasing the number of correctional officials. Second, there is a need to protect physical and mental health through active support policies that can reduce the stress that correctional officers receive from work and prisoners. Third, the improvement of the institutional devices that can escape from the stresses of the prisoners will increase the job satisfaction of the correctional officers. Fourth, it is necessary to satisfy the morale of correctional officials and psychological compensation through the expansion of promotion opportunities. Finally, the government should raise correctional policy and public interest. It will also be necessary to enhance the welfare of correctional officials by improving the working environment and working conditions
