혁신학교 성패 요인 분석 - 충청남도 혁신학교를 중심으로

An Analysis about Success and Failure Factors of Innovative Schools in Chungnam Provincial Office of Education

혁신학교가 2009년부터 시작하여 2019년 3월 현재 16개 교육청 1,688개교에서 시행하고 있으며, 이에 대한 많은 연구가 시도되었다. 시행된 많은 연구에도 불구하고 혁신학교의 성공과 실패에 영향을 주는 성패 요인 분석은 부족하였다. 혁신학교를 성공적으로 운영하기 위한 성공요인을 찾는 것이 본 연구의 목적이다. 목적을 달성하기 위해 충남교육청에서 2018년과 2019년에 시행된 혁신학교 종합평가 결과를 활용하였고 평가지표가 혁신학교 성과에 미치는 영향력을 분석하였다. 우수-보통-미흡 집단 간의 지표값 차이를 ANOVA분석을 하였고, 성과에 영향을 미치는 정도를 파악하기 위해 회귀분석을 하였다. 계량적 분석의 한계를 보완하기 위해 평가보고서를 질적으로 분석하였다. 이를 통해 확인된 혁신학교의 성과에 영향을 미치는 핵심요인은 학교의 비전공유, 배움중심 수업, 전문적 학습공동체 구축, 성장지향 평가이다. 이들 요인을 잘 구축한 경우 혁신학교가 성공적으로 운영되었고, 구축하지 못한 경우 실패한 학교가 되었다. 이들 네 요인이 혁신학교의 성패를 가름하는 요인이다.

The innovative school started in Kyunggi Provincial Office of Education, 2009. The number of innovative schools have increased to 1,688 schools in March, 2019. As the innovative schools have increased the researches for analyzing effects of those schools were also enriched. Even though there are many researches for innovative schools the researches on success and failure of the innovative school are very few. This study aimed at finding factors influencing successes and failures of innovative schools. To achieve this purpose data of the comprehensive evaluation of innovative schools in Chungnam Provincial Office of Education in 2018 and 2019 were used. The ANOVA and regression analysis were adopted to find the factors influencing the successes and failures of innovative schools. The finding results are as follows; The core factors influencing successes and failures of innovative schools are sharing vision and focus, meaningful learning, collective capacity and responsibility, and growth-oriented assessment. They are core factors influencing successes and failures of innovative schools. To succeed the innovative schools all members of school share the vision and focus, school teachers should develop their collective capacity and responsibility, let students have meaningful learning, and teachers should do growth-oriented assessment. Those 4 factors are major elements influencing successes and failures of innovative schools.
