비장애아동 중심의 아동보호체계 하에서 장애아동의 차별적 보호 방향을 제시하기 위한 첫 단계는 장애아동학대와 비장애아동학대의 다름을 보여주는 것이다. 본 연구는 아동에게 장애가 있는지 여부 및 신체적, 정신적 장애여부에 따른 친부모의 학대 유형을 확인하고 그 영향요인을 살펴보았다. 2017년 접수된 아동보호전문기관의 행정데이터를 활용하여 비장애아동 11,944명, 장애아동 503명의 사례를 유형화한 결과, 장애·비장애아동 모두 4개의 유형으로 분류되었으며, 장애아동은 고위험의 중복학대가 수반된 성학대에 노출되어 있는 양상을 발견했다. 장애아동의 학대에 영향을 미치는 요인을 생태체계이론, 즉 개인체계, 가족체계 및 외적체계를 중심으로 살펴보았으며, 특히 사회적 고립 변수를 고려하여 외적체계의 영향을 살펴보았다. 분석 결과, 과거 학대경험이나 알코올과 같은 개인적 요인 외에도, 양육지식부족 및 스트레스가 장애아동학대의 영향요인이었다. 학대행위자의 성별, 부부갈등 및 스트레스가 학대유형에 미치는 영향을 규명하여, 선행연구에서 제시한 학대 유형과 영향요인 간의 차이를 실증적으로 확인했다. 또한 외적체계인 사회적 고립은 장애아동 방임의 가능성을 높이며, 정신적 장애아동의 결과에서 유사하게 나타났다. 끝으로, 연구결과에 기초하여 장애아동학대 예방을 위한 가족지원 및 사회적 지지의 필요성을 제시하였다.
Under the child protection system centered on non-disabled children, the first step to suggesting the differential protection of children with disabilities will be to show the difference in child abuse. The purpose of this study is to identify whether the abuse by parents is different according to whether the child has a disability and whether the child is physically or mentally disabled. As a result of categorizing the cases of 11944 non-disabled children and 503 children with disabilities using administrative data from the child protection agency received in 2017, disabilities and non-disabled children were classified into four types. We found that children with disabilities were found to be exposed to sexual abuse involving high-risk, redundant abuse. Abuse types for physically and mentally disabled children are also classified differently. According to the analysis, lack of upbringing knowledge and stress rather than personal factors such as past abuse experiences or alcohol have been discriminatory factors in the abuse of children with disability. Discovered differences in the sex, marital conflict and stress of abusers according to type of abuse, empirically identified the elaborate differences between the types of abuse and the influencing factors presented in the previous study. The neglect of children with disability was found to be related to the social isolation of abusers, which was maintained in the outcome of mentally disabled children. Based on these findings, he suggested the need to support disabled families to prevent abuse of children with disabilities.
