사회복지종사자 인권교육이 인권감수성에 미치는 영향 -경상북도 장애인거주시설을 대상으로-

Influence of Human Rights Education on Social Workers’ Human Rights Sensitivity -Focusing on Residential Facilities for People with Disability in Gyeongsangbuk-Do

2012년부터 장애인거주시설 종사자를 대상으로 인권교육이 의무화 되었지만, 이에 대한 연구 및 평가에 대한 노력이 적극적으로 수행되지 않았다. 본 연구는 Volker(1984)의 도덕적 민감성 이론에 기반하여, 인권교육이 장애인거주시설 종사자의 인권감수성에 미치는 영향을 분석하였다. 군집표집방법(cluster sampling)을 이용하여, 경상북도 장애인거주시설(20개소) 종사자 232명을 설문조사하였다. 다중회귀분석을 이용하여, 인권교육 관련변수(교수법, 교육내용, 교육만족도)가 인권감수성 및 하위요인에 미치는 영향을 분석하였다. 연구결과, 사회복지사 자격등급과 교육만족도의 하위요인(강사의 전문성과 직무 적용성)이 인권감수성에 영향을 주었다. 연구결과에 따라 장애인거주시설 종사자의 인권감수성 향상을 위한 인권교육의 개선방안을 제시하였다.

This study aimed to identify the influence of human rights education on the sensitivity of social workers in residential facilities for people with disability. This study recruited staff in Gyeongsangbuk-do providence(232 social workers in 20 residential facilities for people with disability) by using a cluster sampling method. The dependent variables were the human rights sensibility and its three sub-dimensions. The independent and control variables were comprised of human rights education related variables and socio-demographic characteristics, respectively. A multiple regression analysis showed two major findings. First, the social workers with the first-level certificate showed a higher level of human rights sensitivity than those who with second-level certificate. Second, the professionalism of human right instructors influenced the human rights sensitivity of social workers. The results delivered four main implications to organizational and educational systems in order to enhance the sensitivity of social workers. However, this study contains limitations especially due to its research design issues.
