중등직업교육 단계에서 효과적인 직업기초능력 지도, 평가 및 활용을 위한 모형 개발

Development a Model for Basic Competencies of Secondary Level Vocational Education

본 연구의 목적은 중등 직업교육 단계에서 직업기초능력 지도, 평가 및 활용을 위한 모형을 개발하고 이에 따른 교육요구도를 규명하는 데 있다. 본 연구는 이러한 연구 목적을 달성하기 위해 문헌연구 및 사례연구를 통해 직업기 초능력 지도, 평가 및 활용을 위한 모형 초안을 구안한 후 직업교육 분야 전문가들로부터 타당성을 검토 받아 모형을 개발하였다. 또한, 모형에 기반하여 설문조사를 실시함으로써 특성화고 및 마이스터고 교사가 인식한 중등 직업교육 단계의 직업기초능력 개발 요구를 분석하였다. 연구의 결과는 다음과 같다. 첫째, 선행연구와 우수사례를 고찰한 결과 직업기초능력 개발 방안은 크게 지도영역, 평가 및 인증 영역, 활용 영역으로 구분될 수 있었다. 둘째, 요구분석 결과, 현장에서는 직업기초능력의 활용 영역의 요구도가 가장 높은 것으로 조사되었다. 영역별 세부사항의 요구도를 분석한 결과 지도영역에서는 교육과정 분석, 연간 교육과정 계획 수립, 직업기초능력 영역기반 활용유형 선정에 대한 요구도가 높았으며, 평가 및 인증영역에서는 인증기준 및 방법수립, 수준별 세부 성취기준 추출, 국가수준 평가 준비에 대한 요구도가 높았다. 끝으로 활용영역에서는 인재 채용 기준으로의 활용이 가장 높은 우선순위를 차지하였다. 본 연구 결과를 토대로 향후 추진을 위한 제언으로 직업기초능력 평가 결과에 대한 신뢰도 및 타당도 제고, 효용성 분석, 국가직무능력표준(NCS) 및 국가역량체계(NQF)와의 지속적인 연계 등을 제시하였다.

The purpose of this study was to develop the model for guidance, assessment, and utilization of basic competencies on the stage of secondary vocational education, and identify education needs accordingly. In order to achieve the purpose of this study, a draft of the model for guidance, assessment, and utilization of basic competencies has been designed through literature review and case study. Then, the validity has been confirmed by the experts on the field of vocational education to develop a detailed model of basic competencies. In addition, a needs analysis of basic competencies on the stage of secondary vocational education by teachers of specialized vocational high schools and meister high schools was conducted with the survey based on the developed model The results of the study are as follows. First, after examining advance researches and excellent cases, basic competencies development can be divided into instruction, evaluation & accreditation, and exploitation domain. Second, after conducting the needs analysis, the field showed highest demand for basic competencies of exploitation domain. Demand level for each domain was also analyzed. In the instruction domain the demands for curriculum analysis, annual curriculum plan establishment, basic competencies domain usage selection were high. In the evaluation and accreditation domain the demands for establishment of accreditation standard and method, development of achievement standard of each level, and preparation of national evaluation were high. In exploitation domain the demand for use of recruitment standard was high. Third, through the needs analysis result, model for basic competencies for specialized vocational high schools in instruction, evaluation and accreditation, and exploitation domain was developed. Through the result of this study, enhancing the validity and reliability of basic competencies evaluation result, analyzing the usability, and linking with National Competency Standard(NCS) and National Qualification Framework(NQF) should be discussed in the future.
