전문대학 평가지표 개선을 위한 주요 정량지표 변화분석 연구

Analysis of the Variations of Junior College Major Quantitative Evaluation Indicators for the Improvements of Evaluation Indicators

오늘날 전문대학은 학령인구의 감소 등으로 인한 대학구조개혁 평가 그리고 정부의 재정지원사업 평가, 기관평가 인증 등 다양한 평가 환경 속에서 살고 있다. 이러한 평가는 대학의 선의의 경쟁을 유도하고, 대학의 특성과 장점을 강화하는데 긍정적 측면이 있다. 그러나 이러한 평가가 방법 측면에서 대학의 특성과 지역별 특성을 감안하지 않는 정량적 평가지표에 치중한 획일적인 평가라는 비판도 있다. 이에 본 연구의 목적은 전문대학 주요 평가지표에 대해 지역별 수준 차이와 변화의 추이를 분석함으로써 현재 평가지표들의 효과성을 살펴보고 개선점을 모색하는데 있다. 연구 결과 전문대학의 주요 평가지표들은 2011년도 여러 지표에서 지역별로 차이가 있었으며, 주로 수도권이 지방권에 비해 높은 수준을 나타냈다. 그러나 2014년도의 경우 일부 지표에서만 차이가 있었으며, 수도권과 지방권간 평가 지표의 수준 차이도 감소된 것으로 나타났다. 또한 정량지표 값의 수준이 대부분 지표에서 상승한 것으로 나타났다. 따라서 향후 정량지표에 치중한 순위평가 보다는 평가방식을 다양화하고, 평가 사업의 특성 및 지역별 그리고 대학의 특성에 따라 평가지표를 개발하고 다양화할 필요가 있다.

Today, junior college is evaluated in a variety of ways including the evaluation of university restructuring, government-funding projects, evaluation accreditation. These evaluations have positive aspects such as fair competition among colleges, reinforcement of their strong points, and improvement of their weak points. Nevertheless, there are also criticisms that they are conducted uniformly on the basis of quantitative evaluation indicators without considering the specific situations and regional particularities of each college. Thus, the object of this study is to analyze the difference of junior college evaluation indicator by regions. Moreover, it is to analyze the changes of level difference. Eventually, this study can contribute to finding the effectiveness and improvement of evaluation indicators. According to the result of the study, there were regional differences in levels of evaluation indicators in 2011. It was higher in the capital region than in provincial areas. However, there were differences in parts of indicators in 2014 and the level difference between the capital region and the province decreased. Therefore, the college ranking system based on quantitative indicator needs to be diversified. When evaluating the junior colleges, it is necessary to diversify the evaluation indicators by their characteristics and purposes, the regions and characteristics of colleges.
