A Case Study on the NCS-based Curriculum Development in the Field of Secretary

NCS 기반 교육과정은 일과 수행 중심의 교육과정으로 직무 중심의 모듈로 개편하는 것을 의미한다. 본 연구의 목적은 비서·사무행정 분야의 NCS 기반 교육과정 개발을 위한 기초적인 자료를 제시하는 데 있다. 연구목적을 효과적으로 달성하기 위해 먼저 문헌분석을 통해 NCS의 기본개념과 분류체계 및 구성, 그리고 NCS기반의 타 분야의 교육과정 관련 선행연구를 살펴본 후 A대학 비서행정과의 NCS 기반 교육과정개발을 사례연구로 진행하였다. 연구절차는 A 전문대학 비서행정과의 교육과정을 NCS에서 제시된 능력단위를 적용하여 기존 교육과정과 연계하여 개발 절차를 단계별로 실제 적용하여 제시하였다. 해당 NCS 분류체계 및 구성 검토-요구분석-NCS 분류 체계 기반 학과 인력 양성 방향과 교육목표 설정- 관련 직무 능력단위와 능력단위요소 검토- NCS능력단위 직무 모형 설정-NCS능력단위와 교과목 연관성 검토- NCS 적용 교과목, 비적용 교과목 도출-NCS 적용 교육과정 총괄표의 8단계별로 NCS에서 제시된 2개의 세분류를 활용하여 교육과정개발이 이루어졌다. 연구결과 NCS를 기반으로 한 교육과정 개발 시 전문대학 교육 현장에서 수반되는 현실적 문제와 이를 토대로 제언이 논의되었다. NCS기반 교육과정은 현재 국가가 지향하는 일-교육 및 훈련- 자격과 연계된 순환형 직업교육 체제구축을 위해 현장적합성이 높은 능력중심의 교육과정 모델을 지향하고 있다. NCS 기반의 교육과정개발이 실효성을 거두기 위해서는 교육과정 개발과 활용에 따라 불가피하게 수반되는 이해 관계자들의 변화 수용 자세 및 학교 정책차원에서의 행·재정적 지원이 관건이다. 교육과정개발 이후 교육과정을 현장에서 운영하고 평가하는 방법 등은 지속적으로 논의되어야 할 향후 과제가 될 것이다.

The purpose of this study is to provide framework for the NCS-based curriculum development in the field of secretary at the junior college-level. NCS is National Standards Curriculum in professions to achieve competencies that define the specific knowledge, attitudes, and skills that students should obtain as a result of participating in the education or training. Based on the review of literature, case study of curriculum development of A Junior College, Department of Secretarial Office Administration was conducted from a perspective of NCS. The field of secretary and office administration related competency unit groups, competency units, and competency elements were reviewed and selected followed by the process of developing the curriculum: The examination of NCS, competency unit related to secretary and office administration area, needs analysis including job trend, characteristic of College and Department etc., Mapping between competency unit and coursework, course profile, road map of course. It solves a gap between a demand of field in industry and educational training. The focus of the study is to redesign curriculum of the field of secretary for college students from a perspective of NCS. As a result, the utilization of the NCS for the college curriculum should be to complement the existing curriculum. In addition, the active involvement and supports of the school are required in terms of conducting development and application of NCS-based curriculum, providing the incentives or linking the utilization of NCS with the government``s various funding-projects for the colleges. To alleviate the psychological and financial burdens of colleges, the active participation of the industry is also essential in the whole process of developing and applying the NCS at the colleges. Further study is needed operation of NCS-based curriculum including subject-materials, syllabus, evaluation in teaching & learning.
