프랑스 중등직업교육의 일,학습 연계 체제와 시사점

Analysis on Dual Vocational Training System(formation en alternance) for School to Work Transition at the Secondary Level in France

이 연구는 중등직업교육을 중심으로 프랑스의 일·학습 연계 체제를 분석하여, 우리나라 직업교육훈련에 주는 시사점을 정리하는 데 목적이 있다. 프랑스의 일·학습 연계 체제는 교대훈련 제도가 중심을 이루고 있으며, 견습훈련(apprentissage)과 전문화훈련(professionnalisation)이 주요한 부분을 차지하고 있다. 프랑스에서는 중등직업교육의 견습훈련에 대한 수요는 꾸준히 유지되고 있다. 견습훈련을 통해 중등직업교육 가운데 중간 수준 자격인 직업적성증서(CAP)를 준비하는 학생들이 큰 비중을 유지하고 있다. 중등직업교육의 가장 높은 수준 학위인 직업 대학입학자격(bac professionnel)을 준비하는 학생 수는 지난 10년 동안 2배로 증가하였다. 프랑스 정부는 교대훈련에 대해 30년 동안 꾸준히 투자해 왔다. 하지만 저학력·무자격 청년 실업은 높은 수준을 유지하고 있으며, 고용도 불안정한 상태에 있다. 따라서 일·학습 연계 직업훈련을 위한 투자는 상대적으로 학력 수준이 낮은 중등직업교육 재학생과 졸업생에게 집중되어야 할 것으로 보인다. 우리나라의 일·학습 연계 체제가 성공적으로 운영되기 위해서는 기업의 적극적인 참여와 주체들 간의 효과적인 역할 조정이 가장 중요하다고 할 수 있다.

This paper aimed to examine the apprenticeship system for school to work transition at secondary school in France. The dual vocational training system(formation en alternance) in France consists of the apprenticeship contract(contrat d``apprentissage) and the skilling contract(contrat de professionnalisation). The demand of apprenticeship at secondary school maintains stable. Particularly, the students following the vocational route to prepare the lowest level vocational qualification(CAP) at the secondary level have been in the highest importance over the last decade. The number of apprentices who want to gain a vocational baccalaureat has doubled in the past ten years. Although french government has invested a large sum of money in the dual vocational training for young people during about 30 years, low-educated and unskilled youth are skill struggling under high unemployment rate and showing unstable employment. Consequently, the investment in the youth dual vocational training should be focused on lower level vocational qualifications in secondary schools as CAP, BEP, MC, BP, bac pro. It seems that the voluntary participation from enterprises and the coordination among stakeholders will be required for success in `the new korean dual system`.
