시나리오 기법을 이용한 미래의 직업생활 분석: 직업교육 관점을 중심으로

Future Worklife Scenarios: A Vocational Education Perspective

우리 사회는 학령인구의 감소, 심각한 청년실업, 다문화 사회의 심화, 과학기술과 정보통신의 급속한 발달 등 다양한 분야에서 변화를 겪고 있다. 이러한 변화들은 개인이 일하는 환경과 직업세계에 영향을 미치고 있으며, 미래의 직업세계는 지금과는 매우 다른 양상을 보여줄 것으로 예상된다. 본 연구는 미래의 직업생활을 조망함으로써 그로부터 직업교육에의 시사점을 찾는 것을 그 목적으로 한다. 미래에 개인들이 경험할 직업생활이 어떤 모습일 것인가를 미래연구기법을 사용하여 그려냄으로써, 직업교육 정책입안자, 학계 전문가, 실천가들이 미래지향적인 직업교육이 어떠해야 하는가에 대해 활발하게 논의하는 초석을 제공하고자 한다. 미래의 직업생활에 영향을 줄 다양한 변화의 동인을 분석하고, 체계적인 브레인스토밍 과정을 거쳐 동인들 간의 인과관계를 도식화하였다. 직업생활 시나리오를 개발하기 위한 프레임워크를 구성하고, 이에 따라 미래에 일어날 수 있는 네 가지의 직업생활 시나리오를 제시하였다. 이 과정에서 델파이 조사, 퓨처스휠, 인과지도, 시나리오 분석 등 다양한 미래연구방법이 사용되었다. 네 가지 시나리오(노동중독 사회, 역동적 복지사회, 활력 없는 형평사회, 소수가 지배하는 적자생존 사회)의 의미를 논의하고, 직업교육 관점에서 시사점을 도출하였다. 1. 직업교육 전문가의 미래역량 제고 2. 미래에 예상되는 직업생활 변화에 대비(취약계층 직업인을 위한 직업교육 강화 등) 3. 바람직한 미래를 선도하는 직업교육의 역할 모색

The purpose of this study was to explore the driving forces that may affect the future of worklife, foresee the changes in worklife in the future, and make suggestions for better preparation for future workers through new policies in the fields of vocational education. Various future research methodologies were used for this study: Futures wheel, Causal loop diagram, Delphi, and Scenario planning. Factors driving worklife in the future may include the following: changes in structure of the population(aging and low birthrate), development of science and technology(including information technology, biotechnology, nanotechnology, etc.), changes in the labor market, environmental pollution, climate change, natural disasters, increasing labor mobility, and greater interest in quality of life. Two driving forces for the framework of future scenarios were selected: economic growth(fast vs. slow) and basis of a society(efficiency vs. equity). Four future scenarios were developed based on a 2×2 matrix: Workaholic Society, Dynamic Welfare Society, Inactive Equal Society, and the Society for Few Fittest Survivors. This study provides implications to vocational education professionals and suggestions for future research.
