델파이조사를 통한 가정위탁지원 서비스 개선 방안 연구

Fostering Care Services Improvement Research: A Delphi Study

이 연구는 가정위탁지원 서비스 현장 전문가를 대상으로 한 델파이 조사를 실시하여 우리나라 실정에 맞는 가정위탁지원을 위한 정책 및 서비스의 개선방안을 도출하는데 주 목적이 있다. 현장전문가 총 18인을 대상으로 한 델파이 조사를 통해 도출된 주요연구 결과 및 개선방안은 다음과 같다. 첫째, 주요 대상별(친가정, 위탁가정, 위탁아동, 상담원)로 차별화된 지원책의 개선이 요구된다. 특히, 건강한 가정 복귀를 위한 친가정과 위탁아동 자립 관련 구체적 지원 방안의 모색이 필요하다. 둘째, 지역 센터 및 중앙 차원의 연계 및 홍보 개선이 요구된다. 셋째, 표준화된 가정위탁지원 서비스 운영 지침의 마련이 요구된다. 현재 다양한 운영주체에 의해 운영되는 가정위탁지원 서비스의 현실을 고려한 체계화된 운영 매뉴얼의 보완이 필요하다.

This study is to purpose to draw improvement of service and policy for fostering care , which makes sense korea, by using Delphi survey for field expert of fostering care service. These results produced a number of important suggestions from fostering care service experts; 1) target objets(parent homes, fostering home, fostering child, counselor of fostering care center) differentiated support is required to improve. Specially, It need to explore specific support plan with patent home and fostering child. 2) regional fostering care centers and central fostering care center connection and publicity improve is needed, 3) standardized fostering care services operating instructions should be prepared. The implications and limitations of this study were also discussed. It is required to complete organized manual to consider the status quo of fostering care service.
